Background

a.             Purpose

To provide support services for the Partnership for Local Development project.

b.             Objective

To ensure results oriented, effective, efficient and accountable implementation of the project activities and achievement of project results.

c.             Background Information

UNDP supports Serbia in its own efforts to achieve a high level of human prosperity and dignity for all its citizens irrespective of their gender, ethnicity or creed. UNDP promotes sustainable human development, human security and equal possibilities for all, while providing every available support to Serbia in its progress toward joining the European Union.

UNDP’s projects and programmes are implemented within the scope of the Country Program Document 2016-2020 (CDP). CDP derives from and supports the implementation of the UN Development Partnership Framework 2016-2020 with the focus on: (a) accountable and representative governance institutions serving people; (b) equal participation for women and lives free of violence; (c) inclusive and sustainable growth; and (d) low-carbon and climate-resilient development.

UNDP supports municipalities in Serbia to implement priority projects in the following areas: good governance, local economic development, tourism, agriculture and rural development, nature preservation and energy efficiency. UNDP support is provided in selection of priority projects, in development of annual work plans and realistic implementation timeframes and careful resource planning. Throughout the implementation of projects, capacity of local governments and other stakeholders at the local level is being strengthened.

“Partnership for Local Development” - The Ministry of Public Administration and Local Self-Government (the Ministry or MPALSG) and the United Nations Development Programme (UNDP) shall support local self-governments (LSGs) in repairing existing infrastructure and improving the quality of service provision at local level, thus improving the quality of life of local communities and reducing the population outflow. This will be achieved through efficient utilization of donor, budgetary and loan funds and by establishing innovative financing models to enable fast track repair of public buildings, re/construction of local markets and the upgrade of public spaces. The development of local government capacities for service delivery shall be based on objective criteria.

Duties and Responsibilities

Measurable outputs of the work assignment

Under the guidance of the Project Coordinator, the Project Assistant will:

  • Support the day to day implementation of project activities;
  • Provide inputs for development of project monitoring and evaluation framework;
  • Assist in preparing work plans and project reports;
  • Support organization and coordination of meetings, training sessions, workshops, conferences and project events and prepare reports and meeting minutes, as required;
  • Draft terms of reference for consultants and contractors, as required;
  • Prepare briefs, talking points and relevant communication materials;
  • Draft correspondence on project issues, as required;
  • Cover administrative project related tasks such as extracting, inputting, copying, scanning, faxing, mailing, photocopying, translating, and filing data from various sources;
  • Prepare of routine correspondence, faxes, memoranda and reports; drafting of letters, routine correspondence and inter office coordination with related activities;
  • Assist in project team in communication, visibility and outreach efforts;
  • Maintain cooperation and communication with project’s partners and beneficiaries on the implementation of the agreed activities, especially for the events, trainings, workshops, etc.
  • Establishing and maintaining filing system, incoming and outgoing correspondence etc;
  • Ensuring full compliance of activities with UNDP rules, regulations, and policies;
  • Support to logistics and organization of events;
  • Performing other tasks/duties as assigned by the supervisor.

Performance Indicators for evaluation of results

  • Project documentation timely prepared;
  • Project, records/files regularly updated and maintained;
  • Effective support in travel and logistics provided to team members and consultants;
  • Assistance in preparation of project’s annual and quarterly reports provided, data compiled;
  • Efficient accounting and administrative support provided;
  • Project related correspondence prepared;
  • Efficient support to organization of meetings provided, information compiled and minutes of meetings taken and distributed.

Required Skills and Experience

Education:

Minimum Secondary Education; preferably with specialization in business administration.

Experience:

  • At least 2 years of experience in administrative office work. Previous experience in governmental, international or non-governmental settings would be an asset;
  • Experience in organizational activities; evidence of ability to express ideas clearly; to work independently and in teams; to demonstrate a sense of self-assuredness combined with cultural and gender sensitivities;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

Excellent knowledge of written and spoken Serbian and English.
