UN VOLUNTEER DESCRIPTION OF ASSIGNMENT BENR000429--UNICEF Youth Advocate for Monitoring and Evaluation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

Benin is a coastal country of West Africa whose economic capital is Cotonou. It is a country whose immediate neighbors are Nigeria, Togo, Ghana, Bur-kina Faso and Niger. The official language is French. Cotonou is served by most major international airlines and fluvial airlines. Telecommunication facilities (landline and mobile phone, internet) exist and housing is available at a relatively affordable cost. We note the presence of recognized schools such as the French high school, American school. Benin stands out for its secure environment and socio-political stability. The country has been experiencing a democratic alternation since 1990 and a process of rooting its democracy.

An entry visa is required for anyone traveling with or without the United Nations Laissez-Passer and should be obtained prior to arrival in the country. Furnished or unfurnished homes are available from US $ 300 - 500 per month. The national currency is the CFA Franc (1 US $ = 557 FCFA). Commercial banks exist. VISA credit cards are accepted in some hotels and department stores. 11 Apr 2018 Page 1 of 5 Benin is a country with a high incidence of malaria. The use of mosquito nets is strongly recommended. Vaccination of yellow fever is required. Other vaccinations such as meningitis, hepatitis B ... are also recommended. Basic drugs are available in Cotonou/Benin

but it is recommended to bring his specialized drugs. The present situation in Benin is relatively calm and at a minimum-security

level (SLS 1) of the United Nations. Cotonou is the home of UNV, with opportunities for field missions. Economic capital and first city

of Benin, Cotonou has the usual conveniences in big cities (electricity, running water, clinic, hospitals, leisures, etc.).

Organizational Context & Project Description

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and

development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good

water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and

AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Task description

UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary

action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their

working time to some of the following suggested activities:

Strengthen their knowledge and understanding of the impact of volunteerism by reading relevant UNV and external

publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

Build relationships with a wide range of Youth Organizations, Community-Based Organizations (CBOs), Civil Society

Organizations (CSOs) to support and/or participate in community-driven voluntary activities; reflect on the type and quality of

voluntary action that they are undertaking; raise awareness in communities that will increase knowledge of issues pertaining

to the UNV programme’s mandate and tis role in supporting the Mission mandate;

Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the

UNV programme’s engagement within the Mission and voluntary action;

Contribute articles/write-ups/stories on field experiences and submit them for UNV publications/websites, newsletters, press

releases, etc.;

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to

use the UNV Online Volunteering service whenever technically possible.

Under the direct the supervision of the Chief Social Policy the UN Youth Volunteer will:

Support planning and implementation of evidence activities (research, evaluations and others) in view of ensuring

participation of children and youth

Support with the compilation and analysis of routine data from internal field monitoring, households survey data and

documentation of good practices from the field.

Support capacity of partners to effectively generate and manage knowledge and ensure the availability of accurate, complete

and up-to-date data and information.

Assist with conducting and/or managing participatory research and evaluations that are impartial, independent, credible and

meet professional standards.

Assist in providing advice to programme sections on possible ways of involving children and youth in programme planning and

implementation with a focus on activities and evaluations

Supports management of available baseline information on national statistics and key indicators through established

Undertakes field visits to assist monitor programme implementation, as well as participates to conduct periodic programme

reviews with government counterparts and other partners.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Results/Expected Outputs

Accurate, complete and up-to-date data and evidence on the situation of children to support decision making.

Extract, analyse and interpret statistical data to inform project activities as well as reporting requirements

Support timely, regular data-driven analysis for effective prioritization, planning, and development to sustained and proactive

commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable

Development Goals.

Support provided to programme sections in implementing Ethical Standards and Guidelines in evidence-generation;

Existing partnerships strengthened and new created in view of increasing child participation;

UNICEF Adolescent participation partners supported and equipped with tailored monitoring and reporting tools;

Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout

the assignment;

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed.

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities,

transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to

the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,282. The VLA base rate is a global rate, while

the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN

Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the

International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org .

11 Apr 2018 Page 4 of 5 In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if

applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.
