Background

UNDP Bangladesh is supporting the Government of Bangladesh through four broad programme areas: Democratic Governance, Crisis Prevention and Recovery, Poverty Reduction, and Energy, Environment & Climate Change. It administrates around 30 projects of varying sizes, with a combined annual delivery of approximately USD 80 million. UNDP has been working with its development partners and the Government of Bangladesh in these areas to support in achieving the country’s development objectives.

The correct implementation of UNDP projects is crucial to sustainable delivery of assistance to intended affected parties. To be effectively responsive to demands of Donor partners, the UNDP must ensure the quantitative and qualitative results gathered are of high quality, and they must be effectively communicated to Government and Donors. In order to ensure that our direction maintains an effective base. Many professionals and expertise are required to maintain this high standard.

In this context, UNDP Bangladesh is going to hire multiple specialists who have professional lineage to provide dedicated Results & Resource Management support to UNDP Bangladesh’s programmes and projects.

Under the understanding of registering for the Individual Consultant Roster, the selected candidates will be contacted to see if they are available to work when needed under supervision of the Results and Resource Management Cluster in close collaboration with the programme clusters and projects.

General Conditions of the Recruitment to the Individual Consultant Roster are provided as Annex 1 to this Terms of Reference.

Objective:

The overall objective of this assignment, is to place qualified Individual Consultants in a Roster, for the next 3 years in order to expedite hiring processes for, high standard communication materials to reach the government, policy makers, donors, partners and general public as when needed. 

Duties and Responsibilities

Scope of work

Government rules and procedures, including financial management

  • Provide advisory services in meetings with different government bodies- Economic Relations Division, Planning Commission, Ministry of Finance; Controller of Accountants General Office on Government Cost Sharing
  • Support on training related to financial management as per government rules and regulation.
  • Support UNDP project in introducing government co-financing
  • Finalize micro-assessment reports for all selected IPs including through meeting and follow up with government officials as well as UNDP projects.
  • Orientation to relevant government people on UNDP financial management procedures
  • Training of project and CO staff on project finance management, updating books of accounts and record keeping
  • Coordination with government for joint reviews, meetings and reporting
  • Selective filed visits and spot-checks on project preparedness on financial management
  • Any other request by Business Development and Partnerships cluster on project finance assurance and related issues

Monitoring and evaluation

  • Provide technical support, quality assurance and synthesis for the three CPD outcome evaluations.
  • Assist UNDP Country Office in reporting transformational results and changes ensuring synthesis and aggregation in line with corporate requirements including the Strategic Plan 2014-2017.
  • Provide dedicated support to CO programmes and projects on M&E and results reporting

Private Sector & Blended  Finance

  • Technical Support to establish a platform on private sector and Blended financing
  • Mapping a private sector as per UNDP rules and regulation and procedures.
  • Support to UNDP project in introducing private sector, crowdfunding and IFS
  • Orientation to relevant UNDP and UNDP project staff regarding private sector engagement on SDGs
  • Coordination with private sector for joint reviews, meetings and reporting.
  • Any other request by Business Development and Partnerships cluster of develop tools to engage private sector and blended financing.

Expected outputs / deliverables:

It is expected that the consultant will produce:

Government rules and procedures, including financial management

  • Completing the micro assessment questionnaire of each IP
  • Final report with executive summary, detailing the overall risk rating and specific identified risks, and the completed questionnaire.
  • Orientation to the relevant government official on UNDP project financial management
  • Visit project offices as part of spot check
  • Support UNDP project in introducing government co-financing

Monitoring and evaluation

  • Assessment on each CPD evaluation is conducted in consultation with relevant UNDP clusters and evaluation teams.
  • Methodological support and guidance in reviewing inception reports, particularly evaluation matrix in the CPD evaluations is provided to evaluation teams.
  • Technical support on Country Office results reporting is provided by ensuring synthesis and aggregation of transformational results in line with corporate requirements including the Strategic Plan 2014-2017.
  • Dedicated technical support on M&E and results reporting to CO programmes and projects is provided.

Private Sector & Blended Finance

  • Technical Support to establish a platform on private sector and Blended financing
  • Mapping a private sector as per UNDP rules and regulation and procedures.
  • Support to UNDP project in introducing private sector, crowdfunding and IFS
  • Orientation to relevant UNDP and UNDP project staff regarding private sector engagement on SDGs
  • Coordination with private sector for joint reviews, meetings and reporting.
  • Any other request by Business Development and Partnerships cluster of develop tools to engage private sector and blended financing.

Supervision and Performance Evaluation

Under the day to day supervision of the Results & Resource Management Cluster Head, when a request for services arises, the UNDP Bangladesh Results & Resource Management Cluster shall directly engage the consultants without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.

Copyrights

The works produced under this agreement will be copyrighted to UNDP Bangladesh and any violation of copyright law will be pursued appropriately.

Timeframe and deadlines:

The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.

Required Skills and Experience

  • Support: Bachelor’s Degree in relevant field with minimum 3 years of relevant work experience, or Secondary Certificate / Diploma with minimum of 6 years of relevant work experience.
  • Analyst: Master’s Degree in relevant field with minimum 5 years of relevant work experience, or Bachelor’s Degree with minimum of 7 years of relevant work experience.
  • Specialist: Master’s Degree in relevant field with minimum 8 years of relevant work experience, or Bachelor’s Degree with minimum of 10 years of relevant work experience.
  • Advisor: PhD Degree in relevant field with minimum 15 years of relevant work experience, or Master’s Degree with minimum of 20 years of relevant work experience.
