The Human Resources Officer (Payroll) will act as the subject matter expert for technical and process areas. This role will be responsible for business process improvement, knowledge sharing, technical and process training, and engagement with key stakeholders. The GSSC payroll function supports centralized processing of payroll and related benefits/entitlements for worldwide UNICEF staff operating in over 145 countries and 380 locations.

How can you make a difference?

Under the guidance of the Chief Human Resources (Payroll), the Human Resources Officer (Payroll) will act as the subject matter expert within the stream, in both technical and process/functional areas.   This role will be responsible for business process improvement, knowledge sharing, technical and process training, and engagement with key stakeholders. The GSSC payroll function supports centralized processing of payroll and related benefits/entitlements for worldwide UNICEF staff operating in over 145 countries and 380 locations.

This will involve:

Subject Matter Expertise
• Act as the subject matter expert within the Payroll stream, in both technical and process/functional areas.

Business Process Improvement
• Proactively seek technology developments and productivity improvements to continuously increase service levels and quality of payroll services by conducting process reviews and working closely with the functional work stream managers in identifying opportunities for process improvements and simplification.
• Ensure the alignment of business systems and standard operating procedures with the expected transaction outputs.
• Propose and influence future developments in SAP ERP functional requirements with specific emphasis on the United Nations Common System Compensation Framework modalities for payroll and interrelated modules.
• Take responsibility to create change requests, develop user testing criteria, perform/coordinate user acceptance testing, monitor the execution of HR and Payroll activities and recommend system change signoff to the functional managers.
• Support the GSSC in developing appropriate performance benchmarks and monitoring actual performance with internal and external service level agreement.
• Support risk management activities in close cooperation with the section Quality Assurance team and the external facing Service Quality function.

Knowledge Sharing, Training and Updates
• Coordinate and maintain the knowledge base for the stream.
• Ensure timely maintenance and update of compensation reference tables and templates.
• Deliver training and knowledge development opportunities to the streams in process and technical areas.

Partnership with Stakeholders
• Engage business process owners and other stakeholders (such as IT technical experts) to support change management activities, translation of new compensation policies and organizational imperatives into documented business processes and work procedures.

Additional duties, as required
• Support the Chief and the section as required.
• Special Projects as assigned.

As an advocate for every child, you will have…

• A minimum of two years of relevant professional work experience, including international work experience, in the field of payroll or human resources personnel administration, preferably some in the UN system.
• Experience with general and offcycle payrolls, benefits and entitlement processing, and payroll master/base data management in a multi-national and multi-currency environment.
•  Master’s degree in Business Administration, Human Resources, Finance or a related area. A first university degree in combination with an additional 2 years of relevant experience and a CA or CPA may be accepted in lieu of an advanced degree.
• Comprehensive knowledge of general HR Administration and Payroll processes and systems in SAP ERP environment.
• Prior experience in designing test plans and user acceptance testing of system changes.
• Proven initiative, proactivity and ability to work independently.
• Strong interpersonal and communication skills.
• Knowledge and experience with UN Common System compensation policies and practices is highly desirable.
• Prior work experience in shared service centre context is desirable.
• Fluency in English is required.
• Fluency in another UN Language (Russian, Chinese, Arabic, Spanish, French) is desirable.
