Background:

Electricity consumption in Kazakhstan has been rising steadily since the late 1990s.  This consumption leads directly to high emissions of CO2 from the country’s predominantly coal-fired generation sector, with annual totals approaching 70 million tonnes in 2014.  There is significant technical potential to reduce emissions by increasing the efficiency of common electricity-intensive appliances and equipment – most notably, refrigerators, distribution transformers, and motors – but to date, this challenge has gone unaddressed because of the absence of regulations and the weakness of market signals about energy-related performance and value.

According to UNEP estimates, there are at least 50,000 distribution transformers in Kazakhstan, deployed throughout the country and operating 24/7, mostly using obsolete technologies and with a loss of electricity of up to 20 percent.

The project addresses the development challenge through integrated activities directed at these barriers.  The core focus will be the implementation of minimum energy performance standards (MEPS), which have a growing track record of achieving large-scale savings throughout the world.  The project will also support the introduction of voluntary high-efficiency performance standards (HEPS) in conjunction with product labelling and government procurement rules. Therefore, in order to accelerate the policy of energy conservation and increase energy efficiency in the production and operation of transformers in the Republic of Kazakhstan, it is important to attract an international consultant (hereinafter referred to as the Expert).

The Expert will assist in improvement and construction of the national regulatory framework, as well as development of practical guidelines for domestic transformer manufacturers.

Thus, according to the Annual Work Plan of the Project for 2018, within the framework of Component 4, it was planned to involve an expert with the relevant competence and experience in carrying out such activities.  

Duties and Responsibilities

The Expert will work closely with the Manager of the UNDP-GEF Project "Standards, certification and labelling of energy efficiency of electrical household appliances and equipment in Kazakhstan" in order to assist in implementation of all the activities outlined here, defined in the scope of works below, and to ensure effective and timely achievement of all results. The Expert organizes an effective implementation of the work plan and, upon completion of the work, submits a final report taking into account the comments and recommendations of the project manager.

Scope of work:

In close cooperation with the project team, the Expert will perform the following:

Block 1: normative and legislative framework.

  • analysis of the international regulatory and technical framework and existing requirements for the energy efficiency of power transformers with voltage up to 20 kV inclusive, including development of conceptual proposals for improving the national legislation of the Republic of Kazakhstan;
  • determination of justified levels of minimum energy performance standards (?EPS) for transformers and their gradual introduction in Kazakhstan, considering the technological capabilities of local producers;
  • development of proposals for high energy performance standards (HEPS) for power transformers to be incorporated in public procurement rules;
  • analysis of current national control practice (testing) with regard to technical requirements of energy efficiency for transformers in Kazakhstan.

Block 2: activities focused on transformers producers.

  • analysis of international best practices for development of high energy-efficient transformers market (estimation of production and sales shares of energy-efficient power transformers in the developed countries);
  • development of recommendations to promote energy efficient transformers at the national market, considering resource savings, including financial resources, throughout the lifecycle of transformers, as well as reduction of negative impact on the environment;
  • development of recommendations for manufacturers of energy-saving transformers to increase their sales in the countries of the Eurasian Economic Union (hereinafter - the EEU);
  • analysis of the EEU market development perspectives, based on which, preparation of conceptual proposals for improving the parameters of energy efficiency or performance characteristics of transformers considering the technological capabilities of the Kentau Transformer Plant;
  • development of practical recommendations for reducing operational losses of transformers;
  • development of an information module with normative and technical documentation and conduction of trainings / webinars for transformer manufacturers or electric grid organizations (potential customers);
  • elaboration of the list of necessary regulatory and technical documents related energy efficient power transformers market development for the next 5 to 10 years and assessment of the relevant transformer market;
  • preparation of draft Terms of Reference for development of a set of normative and technical documents or standards to ensure implementation of energy efficiency requirements for power transformers in Kazakhstan and at the level of the EEU
  • development of methodological recommendations for estimating energy savings due to transformation of the power transformers market;
  • calculation of energy consumption reduction and other environmental benefits (including reduction of CO2 emissions) after introduction of energy efficiency requirements for transformers in Kazakhstan and other countries of the EEU;
  • preparation of a brief justification for including power transformers in the work plan for updating the draft Technical Regulation on Energy Efficiency of the EEU.

Competencies

  • Competence in the field of electric power industry;
  • Excellent oral and communication skills;
  • Demonstrable analytical skill.

Required Skills and Experience

Education:

  • Higher education in the field of electric power (master's degree and above is welcomed);

Work experience:

  • At least 10 years in the field of electric power industry;
  • Experience and knowledge of electric grid equipment with voltage over 1000 V;
  • At least 5 years of EEU experience in the field of technical/state regulation in the field of energy and energy conservation;
  • Experience with UNDP-GEF projects will be an asset;
  • Experience in preparing analytical studies, methodological developments, standards and regulatory documents for at least 5 years;
  • Experience in conducting technical trainings and workshops;

Language requirements:

  • Excellent knowledge of Russian (written and oral), proficiency in English language will be an asset.
