1. Role Summary:

The Shelter Project Manager main task is to implement the delegated Shelter portfolio. It encompasses team direct line management and donor grants with budgets.

Generic Responsibilities:

  1. Manage the concerned project staff
  2. Adhere to NRC policies, guidance, and procedures
  3. Contribute to the development of Country, Area, and programme strategies; and initiate and participate in the development of relevant Shelter projects
  4. Develop, coordinate, and manage the Shelter programme in line with proposals, strategies, and donor requirements.
  5. Implement technical direction and ensure high technical quality of projects
  6. Ensure capacity building of project staff and transfer key skills
  7. Ensure high technical quality and transparent processes
  8. Provide regular progress reports to management and concerned parties
  9. Represent Shelter in internal and external forums in the area as required
  10. Ensure that project processes and related information are properly documented
  11. Develop, manage, and monitor the budget(s) according to NRC Financial Handbook and donor requirements.
  12.  Ensure transparent and cost efficient procurement of goods
  13. Promote the rights of refugees and explore and asses new and better ways to assist
  14. Liaise and collaborate with relevant local authorities and other key stakeholders as needed
  15. Oversee and is responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved
  16. Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.

Specific Responsibilities:

  1. Implement the Shelter Programme in the following interventions according to Shelter guidelines and procedures:
    1. Shelter units’ rehabilitation
    2. Public schools’ rehabilitation
    3. Emergency responses (distribution of shelter kits, sub-standard building emergency upgrade)
  2. Co-lead the assigned field area’s Shelter Working Group
  3. Work with the Information, Counselling, and Legal Assistance (ICLA) team on joint-programming in Single Shelter Units (SSU)
  4. Work with the Water, Sanitation, and Hygiene (WASH) team in supporting the housing rehabilitation beneficiaries with complementary WASH programming
  5. Ensure most vulnerable refugees are targeted by the Programme, taking into account people with special needs, gender, and protection issues
  6. Monitor programme outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrix
  7. Ensure consistency in data management from field reports to database and reporting
  8. Monitor and address referrals of refugee complaints to provide timely feedback, according to the corresponding complaints feedback response mechanism and procedures
  9. Provide feedback and updates on Shelter procedures and guidelines to concerned management whenever required
  10. Ensure efficient contract management of contractors implementing Shelter projects

     

    Critical Interfaces:

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Programmes Project Managers and staff: coordinate on activities taking place at similar locations and refer cases when needed
  • Shelter Specialist: work together on strategy, project planning, and staff capacity building
  • Protection Coordinator
  • Local and International NGOs in the area
  • United Nations (UN) Agencies
  • National relevant authorities

Academic Qualifications:

  • Relevant university degree

    Generic Professional Competencies:

  • Minimum 5 years of experience from working as a Project Manager in a humanitarian/recovery context
  • Experience of selecting and managing private contractors
  • Experience of coordination and advocacy
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and spoken

    Context/Specific Skills, Knowledge and Experience:

  • Knowledge of urban context
  • Strong data management and Monitoring and Evaluation skills
  • Strong capacity building skills
  • Proficiency in AutoCAD and Microsoft Access appreciated
  • Knowledge of Arabic, both written and verbal is a plus
