3. External female candidates.

Context:

Under the direct supervision of the Regional Director (RD), Vienna, for regional policies and administrative matters; and the supervision of the Director, Migration Health Division (MHD), for technical matters, and in close coordination with the Regional Director in Brussels, the successful candidate will be responsible for leading the development, coordination and oversight of Migration Health Assessment Programmes (HAPs) and travel health assistance for refugees, asylum seekers and immigrants in Europe and Central Asia – with the exception of Turkey. As part of the regional duties, s/he will also be expected to serve as Project Manager (PM) and IOM focal point for IOM health activities within the US Refugee Admission Program (USRAP), closely coordinating these activities with the USRAP Global team in Washington DC (USRAP Global Coordinator, USRAP Migration Health Advisor).

In particular, s/he will have the following duties and responsibilities: Core Functions / Responsibilities:

Regional duties:

Page 1 / 51. Guide and supervise the Chief Migration Health Officers (CMHO) or country HAP team leaders, on standardization and harmonization of the implementation of technical instructions and requirements of receiving countries, including:

• Health assessments;

• TB diagnostics and treatment;

• Radiology;

• Laboratory practices;

• Vaccinations and other public health interventions;

• Treatment and referrals;

• Medical assistance for travel;

• Medical documentation and health informatics;

• Other areas as may be required.

2. Oversee and closely coordinate all technical and financial aspects of regional USRAP health activities with USRAP Washington, the Resettlement Support Center (RSC) in Kiev, US Department of State, Bureau of Population, Refugees and Migration (PRM) Refugee Coordinator, Regional Director, Regional Resource Management Officer, Chief of Missions, Country Medical Officers and USRAP support focal points in MAC, Philippines. 3. In close coordination with USRAP Migration Health Advisor, ensure support for refugee health activities in the locations covered by non-IOM panel physicians working with RSC Kiev and RSC Vienna, in particular the implementation of USRAP medical data management, vaccination and medical movements.

4. Establish and maintain quality management system (QMS) in the region and contribute to the global QMS. Conduct regular supervisory/monitoring visits and provide feedback to the Country Offices (COs). Ensure the implementation of the Global Standard Operating Procedures (SOPs) and development of regional and country-specific SOPs, share effective practices and lead on the incident management process.

5. In coordination with the MHD HR Business Partner, RD and COMs, streamline human resource management for HAPs:

• Create regional staff development and training plans, ensuring that these plans and ongoing activities and are in line with the health assessment programme developments and new technical requirements;

• Establish environment that optimizes peer support and experience sharing; • Provide oversight and guidance to the country HAP managers on staff recruitment, performance management and right-sizing, if necessary; ensure compliance with SES of relevant officers for the component of their work that refers to health assessment programmes, in accordance with established reporting lines;

• Advise COMs and CMHOs on the human resource needs for HAPs.

6. In coordination with MHD Geneva, Regional Resource Management Officers (RMOs), COMs and Manila Financial Support Unit, review, endorse and monitor HAP budgets to ensure sustainability of the programmes; when necessary, intervene and provide guidance to avoid deficits.

7. Develop strong relations and consult with key partners and government stakeholders on health assessment-related strategy and policy development at a regional level. In this respect, assist member governments and partners to achieve their goals in managing health assessment challenges through meetings, information sharing, joint programme planning, etc. All mentioned activities are to be performed in close coordination with relevant COMs and the Regional Director.

8. Assist the global management team in developing methodologies to meet new technical requirements and improve HAP activities implemented by IOM. This is to be performed through collaboration with HAP global roles in Headquarters (HQs) and Manila Administrative Centre Page 2 / 5(MAC) (Migration Health Informatics, Research, Laboratory and Quality Assurance/Quality Control).

9. Design, update and assist in the implementation of public health programmes in the region, including, but not limited to, surveillance and outbreak response, in coordination with respective country authorities.

10. Provide authoritative technical advice and guidance to staff involved in decision-making for complex medical cases and ensure proper communication with counterparts in receiving countries.

11. In coordination with RD, COMs and CMHOs, review legal aspects of HAP operations in the region; if necessary, liaise with MHD HQs and the IOM Legal Department to find optimal solution for complex legal situations.

12. Enforce measures to maintain integrity of HAP operations, uphold ethical standards of medical practice and ensure client-friendly services.

13. Provide high-level technical supervision of services of collaborating hospitals, laboratories and other medical facilities in the region, including performance review, quality control measures, liaison and feedback.

14. If necessary, provide technical guidance and backstopping to other migration health programmes and non-health programmes with medical component, such as Assisted Voluntary Return and Reintegration (AVRR).

15. Develop migration health strategies and priority setting based on regional as well as global migration and health related trends and existing policy frameworks set by relevant health authorities, in coordination with the Regional Director and the Director MHD, and in close consultation with CoMs in the region, other Regional Offices and relevant thematic specialists, and develop new health assessment activities and initiatives in the region, in coordination with respective IOM offices. Provide oversight and leadership for the establishment of new HAP operations.

16. Formulate and implement fundraising strategies as applicable, assist IOM offices in the region in resource mobilization and management for health assessment activities, and maintain regular communication with partners in the donor community.

17. Represent the Organization and advocate for and promote IOM HAP’s and IOM’s regional strategy in meetings, workshops, international conferences and as required write and finalize reports, presentations and background documents on behalf of the MHD. Ensure quality of data generated during health assessment. Conduct regular analysis of the data for planning, quality control and profiling purposes. Manage the exchange of information, reports and programme updates.

18. Integrate health assessment activities into the overall migration related programming of the IOM Missions, where appropriate, through close collaboration with the various departments, divisions and units at the field level. Advise and seek synergies between IOM colleagues on the link between the Health Assessment Programme with the two-other core MHD programme areas - Health Promotion and Assistance to Migrants, and Migration Health Assistance to Crisis-Affected Populations, in close collaboration with MHD Regional Thematic Specialists, in particular with Brussels and Vienna.

19. Contribute to the global and regional MHD efforts in promoting health of migrants within the framework of the WHO World Health Assembly Resolutions on Migrants’ Health subsequent related Resolutions, the IOM Migration Governance Framework (MiGOF) and the 2030 SD agenda. Provide inputs to overall Migration Health Division programming, including official IOM documents such as MHD annual reports, guidance notes, preparations for the Blue Book, DG report, background or formal documents for Standing Committee on Programme and Finance Page 3 / 5(SCPF) and Council Meetings relevant to the migration health assessment programme. 20. Undertake duty travel assignments on a regular basis to assist, monitor and evaluate HAPs operations, perform technical audits, provide training to staff, represent the Organization during technical meetings and communicate with health authorities of receiving/host countries and donors.

Required Qualifications and Experience:

Education

• University degree in Medicine, from an accredited institution with at least twelve years of relevant professional experience.

• University degree in Medicine, from an accredited institution and a Master’s degree in Public Health, Epidemiology, International Health or a related field with at least ten years of relevant professional experience.

Experience

• Minimum 5 years of experience in managing USRAP health operations.

• Sound knowledge of USRAP programme implementation and familiarity with IOM’s administrative, financial, and business rules and practices.

• Experience in other migration health assessment programmes is a distinctive advantage. • Demonstrated experience in conceptualization, analysis, evaluation of public health programmes and protocols, quality management and resource management, including human resources and budget planning and monitoring is required.

Languages

Fluency in English is required. Working knowledge of Russian, French and/or Spanish is an advantage.
