THOH

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.

GAMBUT project

The GAMBUT project, signed in October 2015 between UNOPS and USAID/OFDA, helps to ensure that anticipatory forest and peat land fire risk management is mainstreamed into the development planning process of high risk areas in Indonesia.  By the end of the project, GAMBUT will have mainstreamed capacities within the Government of Indonesia (GoI) to reduce hotspot incidence and green-house gas (GHG) emissions from the land use sector.

The project is being implemented by UNOPS in collaboration the Center for Climate Risk and Opportunity Management in Southeast Asia Pacific (CCROM-SEAP) at the Institut Pertanian Bogor (IPB), the Earth Institute at Columbia University (CU), and with United Nations Environment. Activities have centred around training key analysts and decision makers in the two GAMBUT project provinces of Central Kalimantan and Riau, an ongoing pilot for canal blocking in Barito Selatan, fire fighter training in Central Kalimantan, including ongoing activities to establish Fire Protection Associations building on the South African Working on Fire model. Preliminary activities in West Kalimantan and Papua, targeting scoping and awareness raising for the purposes of potential scaling up of interventions in the future have also been undertaken.

While GAMBUT continues to make steady progress in ensuring that peat fires can be more accurately predicted and prevented, the problem of peat fires is far from gone. Both 2016 and 2017 have been relatively wetter years compared to 2015, and key decision makers foresee that without capacity building and activities geared at reducing the vulnerability of the peat landscape the country could experience another disaster similar to that of 2015 where direct and indirect damages cost the Indonesian national economy an estimated USD16 billion, about 2% of its annual GDP.

GAMBUT plan to widen the current geographic coverage from Central Kalimantan and Riau to include also West Kalimantan and South Sumatra.  Current district level presence will be slowly phased out and emphasis will be on provincial presence in the identified areas (Riau, Central Kalimantan, South Sumatra and West Kalimantan). Project presence will be limited to provincial level with the aim to enhance geographical coverage and facilitate only with the Department of Climate Change Control at provincial level, while liaising with the districts through them.

The Field Officer will be based in Palembang, South Sumatera and directly report to Deputy Project Manager.  S/he will be responsible for both technical and administrative matters, serving as the primary point of contact for provincial officials within the government and responsible for day-to-day operations of the project, coordinating workshops and training exercises as well as provides services to the different donors, partners and beneficiaries.   

Functional Responsibilities

Reporting to the to Deputy Project Manager, who provides direct supervision and general guidance, the incumbent is responsible for the following:

1.Project Delivery and Performance

  • Implement approved project plans at provincial level (including the establishment of milestones) within tolerances set by the project management
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into implementation
  • Facilitate information flows and oversee change controls, risk registers and issue management
  • Support assigned delivery for provincial level target and take responsibility for progress.
  • Coordinate and liaise with Supervisor on the implementation progress, including internal and external project reports.
  • Maintain reporting and records template as delegated by Supervisor
  • Support Supervisor in maintaining the following:
    • Electronic File,
    • Manage compilation, consolidation and analysis of relevant data of the mission.
    • Assist Supervisor in the reporting preparation

2.Technical Functions:

  • Supporting provincial government to tailor preventive actions to the appropriate level of fire risk and undertake proper mobilization of resources and preparation measures prior to the predicted fire outbreak
  • Technical assistance provided to provincial governments, the satuan kerja pemerintah daerah (SKPDs) in annual budgeting and planning processes
  • Supporting the enforcement of the recommended action plans for key short-, mid- and long-term actions developed by the Provincial Government
  • Provide support and guidance to project associates to set up presence and in implementing work plan
  • Support in administrative management of operational advance, training and capacity building, work planning and budgeting as required.

3. Stakeholder Management:

  • Establish solid working relationships with client and key stakeholders at provincial level
  • Manage coordination and communications to ensure stakeholders aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Manage smooth information flows between project management and key stakeholders at provincial level, including improving the quality and relevance of information analysis at the provincial level.

4.Knowledge Management:

  • Participate in the relevant Communities of Practice
  • Actively interact with other team members and/or other UN and INGO’s officials to share case studies, lessons learned and best practice on the Knowledge System.
  • Complete lessons learned as per reporting format
  • Incorporate lessons learned from others as per planning format

5. Monitoring and Progress Controls

  • Performance of Field Officer will be reviewed by Deputy Project Manager with additional oversight from programme manager

Education/Experience/Language requirements

Education

  • First university degree (Bachelor’s or equivalent) in Management, Forestry, Agriculture, Environmental, Political or Social Sciences is required.  

b. Work Experience

  • At least 2 years experience working in tropical forest and peat fire management, environmental science or sustainable natural resource management is required.
  • Experience coordinating work between different sectors and stakeholders, particularly with civil society and provincial government networks is desirable.
  • Previous UN/UNOPS experience is an asset.

c. Language

  • Fluency in Bahasa Indonesia and English language is required.
