THOH

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.



GAMBUT Project

The GAMBUT project, signed in October 2015 between UNOPS and USAID/OFDA, helps to ensure that anticipatory forest and peat land fire risk management is mainstreamed into the development planning process of high risk areas in Indonesia.  By the end of the project, GAMBUT will have mainstreamed capacities within the Government of Indonesia (GoI) to reduce hotspot incidence and green-house gas (GHG) emissions from the land use sector.

The project is being implemented by UNOPS in collaboration the Center for Climate Risk and Opportunity Management in Southeast Asia Pacific (CCROM-SEAP) at the Institut Pertanian Bogor (IPB), the Earth Institute at Columbia University (CU), and with United Nations Environment. Activities have centred around training key analysts and decision makers in the two GAMBUT project provinces of Central Kalimantan and Riau, an ongoing pilot for canal blocking in Barito Selatan, fire fighter training in Central Kalimantan, including ongoing activities to establish Fire Protection Associations building on the South African Working on Fire model. Preliminary activities in West Kalimantan and Papua, targeting scoping and awareness raising for the purposes of potential scaling up of interventions in the future have also been undertaken. Project is expected to continue until Dec 2018.

Based in Jakarta, the Deputy Project Manager, will work directly under Project Manager’s supervision to effectively lead the project implementation team and support in overall management of the project. S/he will be expected to maintain and strengthen relationships with key donor and government counterparts, as well as relevant UN agencies and other actors including from the private sector.

The Deputy Project Manager will be expected to assist the Project Manager to follow the project lifecycle from inception to completion using standard project lifecycle practices and artefacts.

Functional Responsibilities

Responsibilities:

Reporting to the GAMBUT Project Manager, the Deputy Project Manager will be responsible for the following:


Stakeholder Management:

  • Support PM to establish solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders
  • Implement communications activities assigned by PM and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Advise Project Manager on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
  • Manage the information flows between the Project Manager and team members and suppliers.

Delivery and Performance:

  • Develop and maintain project plans
  • Implement approved project plans (including the establishment of milestones) within tolerances as assigned by Project Manager
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Advise the Project Manager of any deviations from the plan
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved
  • Support in managing output quality and ensure outputs are acceptable quality
  • Support to monitor and evaluate performance of service providers and escalate to Project Manager as appropriate
  • Identify and report potential business opportunities for UNOPS to supervisor
  • Identify and report threats to UNOPS internal business case to supervisor

Procedures:

  • Follow the Project Management Manual and support PM to ensure that all organizational policy is complied with  
  • Support PM to prepare/adapt the following plans for approval by the Project Board:  I. Project Initiation Documentation; II. Stage/Exception Plans and relevant project documentation
  • Support in preparing the following reports:

                         i.         Highlight Reports

                       ii.         End Stage Reports

                      iii.         Operational Closure Checklist

                      iv.         End Project Report

                       v.         Handover Report

  • Ensure accurate filing of the following: i. Electronic Blue File; ii. Procurement, HR and Finance files as required by those practices as per respective UNOPS policies.
  • Support PM to ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
  • Support in managing budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.

Knowledge Management:

  • Participate in the relevant Communities of Practice
  • Actively interact with other PMs, Deputy PM’s and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
  • Support in completion of lessons learned as per reporting format
  • Support in Incorporate lessons learned from others as per planning format

Monitoring and Progress Controls:

  • The performance of Deputy Project Manager will be reviewed by Project Manager.

Education/Experience/Language requirements

Education

  • Advanced university degree (Master’s degree or equivalent) is required, preferably in Management, Forestry, Agriculture, Environmental Science, Political or Social Sciences. A Bachelor’s Degree with additional 2 years of relevant experience is considered as equivalent.

Work Experience

  • At least 2 years of working experience in tropical forest and peat fire management and/or environmental science/sustainable natural resource management is required.
  • Experience coordinating work between different sectors and stakeholders, particularly with civil society and government networks would be desirable.
  • At least 1-year experience in project management/project support role is required.
  • Previous experience with UN/UNOPS is an advantage.
  • Knowledge or certification of PRINCE2 or other Project Management certification will be an asset.

Language

  • Fluency in Bahasa Indonesia and the English language is required.
