Associate Quality Assurance Officer(P2)

Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Quality Assurance Section (TCQAS) is responsible for the management of quality in TC process and policy development. It defines quality criteria, performance indicators and review mechanisms and facilitates their implementation, promotes results based management as an approach to quality, and prepares and delivers training and learning tools for IAEA staff and Member State personnel involved in the TC programme.


Main Purpose

Reporting to the Section Head (Quality Assurance), the Associate Quality Assurance Officer facilitates the timely and qualitative implementation of the TC Department’s Quality Assurance processes by bringing professional knowledge and a systematic approach to quality assurance related to the TC programme.


Role

The Associate Quality Assurance Officer is (a) a researcher, supporting TCQAS through data analysis, and presentation of data derived from quality assurance processes and tools, and (b) a coordinator of the TC Department’s response to and follow up of the Office of Internal Oversight Services (OIOS) audits, evaluations and management reviews.


Functions / Key Results Expected

• Organize, consolidate and analyse data and information derived from quality assurance processes and tools (e.g. quality reviews, monitoring reports) through appropriate statistical methods and applications.
• Participate in the implementation of training activities of the Section by helping to prepare training materials and coordinating logistical arrangements.
• Facilitate quality reviews of TC project designs through leading the administrative process. Including the coordination of external reviewers and contributing to continual improvement activities.
• Collect, consolidate, organize, follow up and monitor the inputs and status of OIOS, External Auditors and JIU reports and recommendations.
• Regularly update responses to recommendations in the OIOS TeamMate database.
• Contribute to the preparation of reports related to quality assurance and related outputs by reviewing and editing documents to ensure readability, consistency and conformance with the highest quality standards.
• Contribute to ensuring smooth flow of communication within the Section and between the Section and its stakeholders.

Qualifications, Experience and Language skills

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46472 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 24491, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
