OBJECTIVES OF THE PROGRAMME

The objectives of WHO's emergency programme are to design and implement programmes that enable the health sector to respond to emergencies and that improve health of affected communities during and after crises. Within the emergency programme, the objectives of WHO's emergency response team is to support Member States by\: (1) Information management through promptly assessing health needs of populations affected by crisis, preparing severity estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;(2) Leadership through coordinating and monitoring emergency health relief efforts under the frame of the Inter-Agency Standing Committee using 3 RP and Health Sector coordination mechanism, of which WHO is the lead agency; (3) Technical expertise in different health fields to enable response through identifying priority causes of morbidity and mortality; (4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will deliver a well-rounded communication strategic plan, and contribute to highlighting health needs and WHO's work on the ground; promoting achievements and results in emergency prevention, preparedness, response and recovery efforts at all stageskey duties\:1. To support development, implementation and evaluation of a communication/ advocacy strategy and action plan for the Refugee Programme in Turkey.2. To ensure communication partnership by\: coordinating/supporting the health sector/partners; representing the health sector in UN communication team; supporting national and local health authorities' communications.3. To foster attention to health-related subjects on the Refugee Programme in Turkey; identify topics of interest and promote the role of WHO`s response operations in the country.4. To provide assistance in planning and developing content and messages for a number of target audiences including policy makers, donors, the public, health care workers, and professional target groups and other stakeholders .5. To map information products for various audiences and coordinate regular bulletins/situation reports development and dissemination;6. To develop and implement relevant public health campaigns in the context of the Programme (e.g. non-communicable diseases, health sector reforms, international standards in health) including messages, written and multimedia materials, dissemination and follow-up.7. To ensure effective dissemination of information and communication materials through a variety of channels including press, web, social media, audio visuals, conference and meetings, briefings, other platforms.8. To support organize press exposure opportunities including press briefings, field visits, trainings ; establish and maintain regular relations with media representatives and maintain a database of these contacts..9. To develop and disseminate risk communications messages to targeted audiences through effective channels/trusted influencers following formative research approaches. 10.To ensure proper visibility of the EU-funded project, WHO work and WHO/EU collaboration in the area ofwork (e.g. provide input to appropriate newsletters, arrange press briefings and conferences, utilizeappropriately the emblems of organizations in all project communications, liaise with donors and partners etc.) and produce and disseminate communication products on the results. 11.To provide communication support to the Head of Country Office, Emergency Coordinator and technicalstaff. 12.To support the implementation of the 5-step capacity building project for Emergency Risk Communicationin Turkey with guidance and technical input from the WHE/Risk Communication. 13.To act as country communication focal point in acute health emergencies as needed.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in communication, public relations or journalism
Desirable\: Master degree in related field

Experience

Essential\: Minimum 3 years professional experience and demonstrated skills in arranging information sharing, communication activities, media relations and messages development. Previous experience of producing attractive and easy to read written material such as brochures, reports, etc. Experience of organizing press conferences and briefings.
Desirable\: Previous work in the field of health communications and experience of work with(in) international organizations.

Skills

Knowledge of WHO's mission and work and/or of practices and procedures as related to the work.Excellent knowledge of standard text, spreadsheet and presentation software application. Computer, IT and multimedia skills (including use of internet, Web, power point, and experience with photographs and videos).

REMUNERATION

Remuneration comprises an annual base salary starting at TRY 151,279 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
