UN VOLUNTEER DESCRIPTION OF ASSIGNMENT COGR000040--Programme Analyst The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions
The incumbent will be based in Brazzaville, which is recognized by the UN security as level I. The city is calm, daily life in Brazzaville is safe and one can circulate freely. Food and non-food items are available. Medical facilities are under the standards. It is not easy to find a suitable apartment with basic security conditions and water supply. The apartments have to be cleared with the UN Department of Security and Safety in Brazzaville. Missions to the regions where the beneficiaries are located are organized based on the needs.

13 Apr 2018 Page 1 of 6 Organizational Context & Project Description The Governments of the Republic of Congo (ROC) and the Democratic Republic of Congo (DRC) have requested from the Global
Environment Fund, the financing of a project to ensure the conservation of forest hydro-border area of Lake TV RC and Lake
Tumba in DRC.
The border area "Tele-Tumba" is located in the districts of Epéna Republic of Congo and Mbandaka, Democratic Republic of
Congo. The landscape Lac Télé / Lake Tumba is the largest rainforest and the second largest wetland in the world. It covers
126,440 square kilometers, straddling the Republic of Congo (RC, 54,001 km²) and the Democratic Republic of Congo (DRC,
72,439 km²). About 70% of the area consists of forests and wet grasslands, flooded seasonally, the rest being from land and
savanna. The landscape plays an essential role in climate and hydrology of the Congo Basin, and in the management of water
points both in Africa and worldwide. This landscape is all the more exceptional for it houses large densities of the three major African primates (gorillas, chimpanzees and bonobos). Other species in this landscape are forest elephants, hippos, 16 species of diurnal
monkeys and 7 species of duikers. Over 350 bird species have been observed, including important populations of waterfowl. Nile
crocodiles are also found there, crocodiles in armored neck and broad forehead crocodiles, but the herpetological knowledge is
incomplete. The fish diversity is impressive with over 80 species listed in the part located in the DRC and 50 RC. The fish wildlife
diversity is not only an indicator of biodiversity, but the basic livelihoods of most communities.
Biodiversity and landscape of natural resources are increasingly threatened by:
(i) habitat destruction resulting from logging;
(ii) non-sustainable livelihood activities and;
(iii) commercial hunting and fishing.
The threats against the richness and endogenous peculiarity of biodiversity, center of an interzone that is home to one of the largest Ramsar sites of the continent (the Lac Télé site and its major tributaries in the western section), have drawn the attention of
authorities of both countries. The interest to preserve this ecological heritage justifies the designation process of the Lac Tumba,
which juxtaposes the Lac Télé by the Secretariat of the Convention as a "Ramsar site".
The long-term solution that is proposed to protect biodiversity and the functions of ecosystem services landscape Lake Télé - Lake
Tumba is a network of protected areas effectively managed, adaptive and collaborative through partnerships encompassing
governmental and non-government and local communities.
The project aims to protect biodiversity, ensure sustainable use of resources and to preserve the functioning of the rain forest as a carbon sink in the Congo Basin and the site of the wetlands around lakes Tumba and Télé.

Task description
Under the direct supervision of Governance and Poverty Specialist (please complete with the function of the supervisor) the UN
Volunteer will undertake the following tasks:
Coordinate all project activities with the group leaders and technical experts the different institutions and agencies;
Prepare a detailed work plan and terms of reference for project consultants recruitment;
To consult with relevant ministries, institutes of national and international research, non-governmental organizations and other
relevant institutions to involve their staff in project activities and gather the appropriate information to the project and
disseminate;
Identify experts, participate in the recruitment of national and international consultants to work on the project;
Promote and establish links with other national and regional projects and other international programs related to project
activities;
Prepare periodic reports and returns from the implementation of the project and ensure that all national project reports are
sent to the sub-regional coordination and the secretariat of the Convention;
Manage and track all expenses on budget and activities to be undertaken for the project;
Identify training needs of contracted national consultants and other stakeholders of the project and identify appropriate
13 Apr 2018 Page 2 of 6 training modules and seasoned trainers for strengthening national capacities; Organize national workshops and training seminars according to the project work plan;
Review all the material necessary for the proper functioning of the project;
Ensure the publication and dissemination of all reports produced by the project;
Identify funding institutions that can seal a cooperation with the government with the objective of mobilizing financial resources
for activities.
Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by
reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International
Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Reflect on the
type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities- Contribute
articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with
the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or
encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs
It is expected of the candidate a strong participation in the:
Development of the regional strategy and policy framework for cross-border cooperation on a representative network of
protected areas on the site rainforests LTLT and its implementation work;
Strengthening the institutional capacity of communities to effectively manage the existing protected areas and new ones , to
reduce the threats to biodiversity and carbon sink functions of the project area;
Capacity building of government agencies in RC and DRC to work with communities to effectively manage trans-boundary
protected areas of the site LTLT and production of reports for reporting to stakeholders and state level progress of project
activities.
A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the
number of volunteers mobilized, activities participated in and capacities developed.
• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including
supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity
(AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final
statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the
number of volunteers mobilized, activities participated in and capacities developed

Knowledge in the landscape through conservation approach;

Conditions of Service for International Specialist:
13 Apr 2018 Page 4 of 6 The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family
Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and
other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The
VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis
according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty
stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is
published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a
Well-Being Differential (WBD) on a monthly basis.
Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the
duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty
station.
UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security
framework (including residential security reimbursements).
UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final
repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful
candidate.
