General Description of the Programme

GOAL is an international humanitarian agency established in 1977 and currently operational in 13 countries world-wide. GOAL has an annual budget of approximately €130m and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.

GOAL has been operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. GOAL Haiti has developed a strong focus on urban development and building of resilience within urban communities. The EU has recently launched an urban development programme under the 11th FED: URBAYITI. This program aims at improving resilience, infrastructures and services of three communes in Haiti.

As part of GOAL’s continuing efforts and commitment to ensure consistent and stable management during the project period and to maintain the highest standards in the management of the EU Urbayiti programme, GOAL seeks to recruit experienced candidate for the position of Urban Resilience Project Manager in Haiti.

Overview of the role

The main responsibilities of this role will be to lead the coordination, strategic, compliance, MEAL, reporting of the consortium of implementing partners and implementation of all the activities of EU Urbayiti project including: Risk management and risk reduction works in vulnerable neighborhoods, the conduction of risk studies and participatory urban planning at city level; the construction of public spaces and the extension and protection of essential services.

The Urban Resilience Project Manager will provide overall leadership, management and strategic vision to the implementation of the EU Urbayiti project in Jérémie. S/he works closely with an extended team from GOAL and all consortia partners to develop, research, implement and measure the programme. EU Urbayiti programme is implemented by a consortium of actors; GOAL is the lead agency and partners with Action Aid and Fonkoze, to directly implement the urban development programme across the departments of Jérémie.

A member of the in-country Senior Management Team, but working closely with the Programmes and Systems Departments, the Urban Resilience Project Manager will contribute to the design, development, implementation, documenting and sharing of best practices and procedures relating to all aspects of the EU Urbayiti project in Jérémie and other urban development projects in Haiti including but not limited to programme design, partnership and delivering on country strategy and annual plans. The position is based in Jérémie with frequent travels to Port-au-Prince.

Main Duties and Responsibilities

Strategy and Vision

  • Lead the coordination and completion of all the activities, as defined in the proposal;
  • Provide technical support, guidance and supervision to GOAL’s programme team, in the completion of all works undertaken under GOAL’s programes;
  • Lead on the development, implementation, and promotion and monitoring of strategic plans, programmes and projects by personal application and delegation of responsibility;
  • Oversee implementation of programme priorities;
  • Explore, evaluate and present new country opportunities that leverage impact and/ or complement core activities supporting urban development in Haiti.

Program Management and Budget Management

  • Ensure consistent and effective communications both within and across the consortia, within GOAL Haiti and HQ, and externally;
  • Working closely with GOAL MEAL Manager and partners, to design measurement methodologies and monitor programme implementation, measure outputs and outcomes, and calibrate programme strategy and implementation accordingly;
  • Provide oversight of consortia partners’ management and ensure efficient coordination between Grants Management and Finance Teams. Manage efficient rollout of all operations in accordance with agreed work plans, budgets and implementation strategy;
  • Ensure all EU regulations and guidelines are adhered to at all times across the programme;
  • Ensure that all work follows international quality standards and best practices and that urban development initiatives are technically and environmentally sound.

Team Management

  • Build the capacity of the GOAL Haiti and consortia partners’ staff on resilience focused urban development programming;
  • Manage staff development needs of programme staff in liaison with HR Manager and management;
  • Monitor and advise GOAL management on staffing needs;
  • Provide direct and ongoing supervision and managerial support to all project staff.

Representation and Networking

  • Actively engage and represent GOAL Haiti at national and district levels; Steering Committee; Consortia Coordination Group; other relevant technical working groups and meetings;
  • Represent GOAL Haiti at internal /external coordination forums, workshops, meetings.

Requirements

Essential

  • Minimum 5 years relevant experience in successful management of sustainable urban development programming;
  • Relevant third level qualification or higher in (development science, Urban Planning, Risk Management, Engineering or other related field;
  • High level of fluency in English and French (Haitian Creole desirable);
  • Experience with institutional donor funding, preferably with the European Union;
  • Excellent interpersonal, motivational and management skills.

Desirable

  • Experiences in the following sectors are a strong advantage: Construction, DRR, Urban Planning, Capacity building of institutions/civil society;
  • Strong knowledge of Haitian urban context, national and international stakeholders;
  • Experience with the implementation of mitigation and infrastructure works in the Haitian urban context for GOAL Haiti is a strong advantage;
  • Fluency in Haitian Creole is a strong advantage.

Our package includes a competitive salary, shared accommodation, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is € 32,000 to €44,000.
