The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, UNHCR and UNICEF, NRC is implementing integrated projects in Arua, Yumbe and Adjumani/Palorinya refugee settlements.

In the recent past, there has been an influx of Congolese Refugees to Kyangwali refugee settlement that required NRC's Emergency response in WASH and Shelter. Now, NRC now seeks to recruit a Logistics Officer that will support the Logistics function in Rhino Camp Refugee Settlement on behalf of NRC.

The purpose of the Logistics Officer position is to;

Job description

1. Ensure all NRC procurements are completed according to procedures at all times and within the minimum timeframes.
2. Liaise closely with the Logistics Coordinator and the Finance Officer on ground as well as the Field Coordinator for local procurements.
3. Liaise with government departments in fulfilling NRC legal contract obligations.
4. Guide management on local legal issues regarding procurements and contracts.
5. Keep records and maintain contacts with suppliers and conduct price comparisons in order to get the best value for money.
6. Identify potential, credible and competent vendors for NRC to deal with.
7. Ensure contracts for vehicle hire are active and professionally managed, in coordination with management.
8. Ensure vehicles hired are in sound working condition and transport needs for the field staff are met on a timely basis.
9. Keep proper record of invoice receipts, requisitions, purchase order forms, waybill, and all other documents.
10. Ensure that all maintenance needs are met in a timely manner, with high quality works.

Qualifications

1. Bachelors degree in Procurement and Supply Chain Management, and/or CIPS
2. Experience from working as a Logistics Officer in a humanitarian/recovery context
3. Previous experience from working in complex and volatile contexts
4. Documented results related to the position’s responsibilities
