Context:

Under the overall guidance of the Chief of Mission and direct supervision of the DMM Coordinator and in coordination with relevant Regional Thematic Specialists (RTS) and departments at Headquarters (HQ), the successful candidate will be responsible for the coordination, implementation and reporting on the Mission’s migration management activities, including compliance to administrative and programmatic procedures. In particular, the successful candidate will support IOM Iraq’s active ‘Assisted Voluntary Return and Reintegration’, and ‘Counter Trafficking’ Programmes. S/he will also work with the mission to support and contribute to the development of IOM’s Labour Migration and Human Development activities.

Core Functions / Responsibilities:

1. Act as a mission focal point for matters related to migration management in coordination with regional thematic specialists and HQ Department of Migration Management. 2. Monitor and implement a variety of projects under IOM’s Migration Management portfolio

including (but not limited to): Assisted Voluntary Return and Reintegration (AVRR), Counter-Trafficking (CT), Mixed Migration (MM), Labour Migration and Human Development (LHD) and migration governance, policy and law.

Page 1 / 33. Support the government of Iraq in mainstreaming capacity building approaches throughout the programmes.

4. Contribute to the development of project proposals and corresponding financial requirements within the relevant thematic areas; monitor and coordinate reporting obligations according to IOM and donor procedures and timetables.

5. Coordinate the collection and collation of relevant, accurate, and comprehensive statistical data for project identification, implementation monitoring and report briefing purposes. Work closely with monitoring and evaluation staff to facilitate the timely delivery of services in accordance with project objectives.

6. Establish and maintain liaison with government ministries, local authorities academic and private sectors, implementing partners, UN agencies and other stakeholders at the technical level to promote dialogue, information-sharing and cooperation among government and non-governmental actors.

7. Track and coordinate the review, endorsement and submission of proposals, as necessary. 8. Participate in country-level meetings, public events, forums, seminars, and workshops on counter-trafficking, mixed migration and border management.

9. Draft unit progress reports, keeping the Chief of Mission and DMM coordinator advised of problems and suggesting improvements as needed.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Social Science, Statistics, Evaluation with focus on development, management or related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above field with four years of relevant professional experience. Experience

• Experience working in the development and humanitarian fields;

• Experience in, migration and development is highly desirable;

• Experience in data collection and analysis as well as knowledge management is considered an assets;

• Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.

Languages

Fluency in English is required.

Internationally recruited professional staff are required to be mobile.
