Context:

Under the overall guidance of IOM Iraq Chief of Mission (CoM), the direct supervision of the Emergency Health (EH) Response Officer, in close coordination with the Heads of Office (HoOs) in Basra and Erbil and Head of Programmes and Liaison (HPL) in Baghdad, the successful candidate will be responsible and accountable for the implementation of IOM’s health assistance activities, particularly the Tuberculosis (TB) project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in Iraq.

S/he is expected to carry out his/her duties in accordance with the strictest ethical standards, maintaining partnerships with Government, international organizations and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities. Core Functions / Responsibilities:

1. Assist in the overall administration and coordination of the project “Prevention and Continuity of Care and Treatment of Tuberculosis amongst vulnerable populations in Iraq, including IDPs & Refugees” in Iraq funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. 2. Monitor and analyse the project’s progress, specifically aimed at increasing effectiveness, recommending appropriate actions, and assisting the development of evaluation protocols. Track and record project expenditures and budget, ensuring that project funds are disbursed in Page 1 / 4accordance with the funding agreement and IOM’s financial regulations, and propose corrective measures in coordination with the Emergency Health Response Officer and Resource Management Officer.

3. Assist in arranging all TB drugs and lab requirements and substances quantifications, and coordinate with National Tuberculosis Programme (NTP), Global Drug Facility (GDF), Procurement and Supply Management (PSM) officer and World Health Organization (WHO) drug consultant for TB commodities procurement. Facilitate the establishment and implementation of better procurement systems and clearance processes in Iraq for TB drug and lab needs importation.

4. Supervise support staff responsible for the implementation of different activities of the project in various locations. Monitor the work of consultants (including secondments), and facilitate professional development training for staff.

5. Coordinate and liaise closely with the National Tuberculosis Programme (NTP) under the Ministry of Health (MOH), International Health Department (IHD) and KIMADIA- Drug Quality Control- Baghdad MoH in order to ensure harmonized implementation of activities that are delivered within the framework of national health response strategies.

6. Organize meetings and liaise on a regular basis with WHO, including Eastern Mediterranean Regional Office - WHO regional office in Cairo, as well as with other health partner organizations and key stakeholders involved in the health response in Iraq, especially with a focus on TB.

7. Coordinate closely with the IOM Middle East Region (MER) project team (based in Amman and Geneva) responsible for the integrated grant management platform for project “Middle East HIV, TB and Malaria Response”, which is also funded by the GFATM Fund.

8. Follow up on the drafting of periodic technical progress reports and ensure the timely submission of both narrative and financial reports to the GFATM, in line with the funding agreement and IOM’s programmatic and budgetary policies, in close coordination with the EH Response Officer, EH Reporting Support Officer, the Migration Health Division in IOM Headquarters (HQs) and the Project Development Support Unit. Report regularly to the EH Response Officer and HoOs in Erbil and Basra and HPL in Baghdad on project achievements, issues with partners from government and the international community, problems encountered, pertinent developments, and strategic needs for IOM Iraq health programme.

9. Participate in health and other coordination-related meetings; liaise and coordinate with national and international health assistance authorities, agencies and organizations regarding health-related matters including resource requirements and follow-up phase of the project. Key counterparts will include the Ministry of Health, WHO, United Nations Development Programme (UNDP), United Nations High Commissioner for Refugees (UNHCR), Health Cluster partners, national universities and international humanitarian and development donors among others. 10. Coordinate with the IOM Iraq Emergency Coordinator in the implementation of emergency health response activities for internally displaced persons (IDPs), refugees, and other vulnerable groups within the IOM Migration Crisis Operational Framework (MCOF) strategy. 11. Engage, actively coordinate and share information with the Migration Health Assessment and Travel Health Assistance Programme (H1) especially on technical TB related matters and other IOM programme units involved in emergency response, community stabilization and migration management in Iraq.

12. Identify potential entry points for expanded collaboration with local health authorities and partners on health-related activities; provide technical inputs for the development of new project ideas and concept notes in coordination with relevant programme units in Iraq, Regional Office (RO) Cairo and HQs.

Required Qualifications and Experience:

Education

academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Relevant professional experience in the field of public health and Tuberculosis in development and/or humanitarian context addressing the health needs of vulnerable populations such as migrants and IDPs;

• Experience in humanitarian crisis, natural disasters, infectious diseases in resource poor settings;

• Experience in working with government and/or at international agencies;

• Working experience in the Middle East and North Africa region an advantage; • Strong project management skills and experience.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
