Background

UNDP is the UN's global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. As a founding Cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), and guided by the Sustainable Development Goals, responding to HIV is one of the organizations’ priorities. Under the UNAIDS division of labour, UNDP is responsible for leading the UNAIDS response in addressing dimensions of AIDS relating to: development planning and mainstreaming; governance; and human rights, gender and sexual diversity. UNDP is also responsible for providing support to governments in their implementation of policies and programs that protect the human rights of people affected by HIV.

Following the request from the Ministry of Internal Affairs (MIA) of Ukraine, UNDP held three training sessions on HIV and human rights for 71 law enforcement officers from Kyiv, Odessa and Severodonetsk cities. The Training was aimed at improving the knowledge of police and other law enforcement officials on HIV, human rights, gender-based violence and skills development to provide gender tolerant services for most-at-risk and key populations. The training piloted a new agenda focusing on specific gender-related challenges of Most-at-Risk Populations (MARPs) and included international recommendations on how to address HIV in humanitarian settings. The training resulted in a range of recommendations to the MIA, in particular establishing HIV workplace prevention policy and programmes, including individual safety of the police as workers, as well as developing GBV algorithms. Taking into consideration the high interest in the training curriculum and materials, UNDP also developed a video-based training to target a broader range of law enforcement officers.

UNDP seeks a consultant to develop an online training module curriculum on HIV and human rights (also for use beyond Ukraine), developing of Training of Trainers (ToT) Guide and  conducting 1-2  training for law enforcement representatives.

Duties and Responsibilities

  • Work in close collaboration with National Expert on Legal aid networking and capacity building to ensure the improvement of the capacities of police and other law enforcement officials.
  • Collaborate with relevant UNDP and other UN projects on HIV, human rights and legal aid components.
  • Coordinate the development, piloting and finalization of Training of Trainers (ToT) Guide on HIV and human rights for law enforcement representatives (in cooperation with UNODC and National Expert on Legal aid networking and capacity building). 
  • Cooperate with National and Kyiv city Police offices of the Ministry of Internal Affairs of Ukraine for organizing and conducting the ToT with selecting the relevant trainees (at least 10-12 officers) based on the agreed criteria;
  • In cooperation with the National Expert on Legal aid networking and capacity building conduct 2 days ToT for local national police representatives, with further improvement of the ToT Guide;
  • Provide inputs to the curriculum of on-line training for national police, prison officers and justice representatives (generic for use in other RBEC countries including but not limited to Moldova and Kazakhstan).
  • In co-facilitation and cooperation with the National Expert on Legal aid networking and capacity building conduct on-line training (webinar) on HIV and human rights for justice representatives;
  • Coordinate translation of ToT Guide into English with authorized agency, provide last inputs and editing;
  • Provide monitoring of the trained trainers and collect their lessons learned for the final report;
  • Perform other tasks assigned by the Supervisors.

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without approval of UNDP.

  1.    Payment schedule

Payments will be made in 2 tranches according to the following payment schedule:

First payment - upon satisfactory submission of deliverables # 1 - 30%

Second payment- upon satisfactory submission of deliverables #2 - 35 %

Third payment- upon satisfactory submission of deliverables #3 - 35 %

Competencies

  • Commitment to the principles set forth in the UN High Level Declarations on HIV and AIDS.
  • Capacity building of professionals / vocational training.
  • Excellent organizational skills, ability to work independently, strict adherence to completing assigned tasks in a timely manner.
  • Quality-oriented professional, constructive approach to obstacles and delays in planned performance.
  • Excellent communication skills, oral and written.
  • Advanced user of virtual communication tools. Good knowledge in developing and administering webinar platforms is a plus.

Required Skills and Experience

Education:

·        Advanced university degree in Social Sciences, Management, Human Rights and/ other relevant area;

Experience: 

·        At least 8 years of work experience and proven track record of analytical work, planning and monitoring/reporting and policy advice on HIV, gender and human rights related issues (especially in the context of law enforcement). Experience with holding training for law enforcement representatives is considered as an asset;

·        Prior experience in developing training curicular and/or held trainings on HIV and human rights is required;

·        Prior work experience and proven track record of using software tools for developing webinars is required;

·        Prior experience working on UNDP or other UN health-related projects is considered as strong asset;

·        Fluent in Russian, Ukrainian, English.

  1. FINANCIAL PROPOSAL

 Lump sum contract

The financial proposal shall specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount and number of anticipated working days.  

Travel costs

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

  1. EVALUATION CRITERIA
  • Advanced university degree in Social Sciences, Management, Human Rights and/ other relevant area – 10 points max; {10 pts – PhD degree; 7 pts – Master’s degree}
  • At least 8 years of work experience and proven track record of analytical work, planning and monitoring/reporting and policy advice on HIV, gender and human rights related issues (especially in the context of law enforcement) – 25 points max;  {25 pts – 10 years and more; 17 pts – 8-9 years};
  • Prior experience in developing training curicular and/or held trainings on HIV and human rights - 10 points;
  • Prior work experience and proven track record of using software tools for developing webinars – 5 points;
  • Prior experience working on UNDP or other UN health-related projects  - max 10 points (availability of experience – 10 points, no experience – 0 points).
  • Fluent in Russian, Ukrainian, English – 10 points max;

Maximum available technical score - 70 points.

  1. EVALUATION METHOD

Cumulative analysis:

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70% (70 points)

* Financial Criteria weight: 30% (30 points)

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
