DFID will contract UNOPS to carry out a “Field Office - Monitoring and Liaison” Project in close cooperation with DFID leadership. The DFID through UNOPS contributes to post earthquake reconstruction programming by providing political and social analysis as well as liaison and monitoring capacity at a district level to further DFID’s partnership with GoN on reconstruction.

The position of Field Monitoring Assistant will be integral to the structure and performance of the Field Office. The position will support DFID’s Reconstruction Team in achieving effective implementation of its post-earthquake reconstruction programming by:

  • Monitoring DFID-funded projects and being an active recipient of feedback on DFID and partners’ image and acceptance in the working area;
  • Monitoring the performance of DFID partners with regards to Basic Operating Guidelines and Safe and Effective Development goals
  • During the course of regular field work, advocating with local partners and local stakeholders on issues of importance to DFID Nepal as directed, with particular emphasis on infrastructure.

Functional Responsibilities

I. Support to partners
  • Support to Liaison Assistant to update relevant authorities and stakeholders on the progress of DFID-funded projects
  • Provide observation based input on project progress from across the working area, as required.
  • Develop and consolidate a network of contacts among civil society, community, and political parties, relevant to DFIDN’s work;
  • Maintain accurate contact lists and meeting logs, to be regularly submitted to Field Office Leadership;
  • Maintain updated factsheets on DFID-funded activities to be distributed among stakeholders and made available at Contact Office;
  • Support the DFIDN Reconstruction team in the organization and facilitation periodic public meetings to present partners’ project updates and explain international development partners’ Basic Operating Guidelines (BOGs);
  • Conduct field visits to ground-truth reporting;
  • Be an active and open recipient of feedback on image and acceptance of DFID and DFID-funded projects and report to / advise Field Office Leadership accordingly;
  • Other communication and coordination tasks, as directed by Team Leader

II. Monitoring

  • Provide support to monitor coverage of community infrastructure reconstruction across the project, providing basic technical review as required, and advise Field Office / DFID on major risks or gaps;
  • Support Liaison Assistants to monitor whether DFID-funded projects have received approval or been endorsed by relevant authorities
  • Monitor the adherence to BOGs of DFID partners and DFID-funded projects
  • Monitor the progress of DFID-funded projects, including the completion of infrastructure reconstruction
  • Support Liaison Assistants to monitor Monitor and analyse the selection of beneficiaries for DFID-funded projects from Social Inclusion and “Leave No One Behind” standpoints
  • Conduct other monitoring and reporting activities as directed by Team Leader;

Field visit support: Support Liaison Assistants to monitor provide necessary support during UK Embassy and DFID visits to the district


Education/Experience/Language requirements

A.  Education

  • Higher Secondary School in social science, development, governance, peace building, management, journalism or a related field;
  • Bachelor degree in political science, sociology, governance, development studies, conflict resolution and peace building, management or relevant field is highly desirable

B. Work Experience / Expert Competence

●     Five years of relevant work experience in development, governance, peace building, management, journalism or a related field is required;

●     One years’ relevant work experience in related field in combination with Bachelor’s degree;

●     Basic computer knowledge, including, but not limited to Microsoft office, including MS Excel is required;

●     Experience of working with local government and/or LGCDP as well as with marginalized and vulnerable communities is desirable;

●     Some understanding of political context and security issues in Nepal in general and local working areas in particular is desirable;

●     Good understanding of bilateral development works in Nepal; previous experience with DFID or DFID-funded projects preferred;

●     Technical knowledge related to community infrastructure construction will be an advantage;

●     Experience of monitoring and evaluation will be an advantage;

●     Knowledge of UNOPS/UN rules and regulations preferred;

●     Motorbike license mandatory;

C. Language

  • Good command of spoken and written English and Nepali is required;

  • Willingness to travel, often in remote or hardship areas, up to 75% of the time, this includes walking for multi-day trips in challenging terrain, carrying one’s own baggage.
