The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in the Islamic Republic in Iran

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 6 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA).

We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country and is expanding its Programme unit.

 

About the position: Protection Advisor

In line with the NRC Programme Policy 2018-2020, NRC is now seeking an experienced Protection Advisor to mainstream protection across our core competency programming. The Protection Advisor will work within programme unit and support NRC Iran teams to develop and apply NRC’s protection tools and guidance. The purpose of this position is to ensure protection is integrated within programme cycle management - at all stages, and adequate systems are developed. 

The Protection Advisor will be responsible for supporting the programme with protection mainstreaming and integration within the NRC Iran Response in line with NRC’s Protection Policy and global protection standards.

This position has a large responsibility in the provision of capacity building through trainings and awareness raising sessions on minimum protection standards and protection mainstreaming for both NRC staff and partner organizations. The Protection Advisor will work with Protection Coordinators in the field and identify gaps in terms of field-based protection support. The Protection Advisor will hold regular meetings with identified Programme Protection focal points in each CC to ensure quality in NRC’s program response, ensuring integrated and robust protection outcomes for all interventions.

The Protection Advisor will develop strong working relationships with key protection partners at Tehran and field levels (BAFIA, UNHCR, INGOs & CSOs).

The Protection Advisor will provide regular context analysis updates on key protection trends to the Country Director and the Advocacy unit. He can be assigned protection related research and assessments and will work with M&E unit in order to develop protection related output and outcome indicators.

We are looking for a person with the ability to think strategically, and who enjoys working with people and communicates with impact and respect. Our new Protection Adviser should also have these professional qualifications:

  • Experience of working as a Protection Officer/Advisor in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Experience working in coordination and liaising with external actors
  • Experience developing and delivering protection training and good presentation skills
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Knowledge of Afghan displacement crisis is an asset
  • Knowledge of global protection standards and relevant bodies of international law is mandatory

We offer

Contract period: 12 months, with possible extension

Start date: June 2018

Salary/benefits: According to NRC's salary scale and terms and conditions (see attached Grade Structure)

Duty station: Tehran, Iran with up to 25% travel

Family duty station: Yes
