NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

About the region Asia, Europe and Latin America

The Asia Europe region for NRC comprises a diverse range of country programmes across a vast geographical area: Greece, Ukraine, Iran, Afghanistan, Pakistan and Myanmar. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both. 

The Asia Europe Regional Office, based in Oslo/HQ, is overseeing the Asia Europe Country Offices and its operations. Later on in the year the scope will extend to the existing NRC operations in Latin America as well. The Regional Office provides strategic guidance across core programme, advocacy and support functions.

Located within the Regional department, the Regional Finance Team provide a range of support both to the region and to country operations within the region, taking account of NRC global policies and standards, funder requirements, and legislative and regulatory frameworks.  The Regional Finance Team also has a professional matrix relationship with the Global Finance team located in the HO OD directorate.

About the position: Regional Roving Finance Manager

The position of Regional Roving Finance Manager provides a range of financial support across the Region by undertaking  deployments into country operations as required, either to gap-fill, or to support other needs (eg start ups, reviews).

Specific roles and responsibilities will be clarified and documented in a pre-agreed Deployment Terms of Reference (ToR). This ToR will be agreed in advance of deployment by the Head of the Support Unit and the Country Director concerned. During deployment, the Regional Roving Finance Manager reports to the Country Director who assumes responsibility for safety and security, as well as full managerial responsibility for the delivery of the results laid out in the ToR.

Responsibilities for Acting Finane Manager Deployment

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines and procedures
  3. Maintain overall budget control and monitor cash flows
  4. Management of financial team
  5. Training of line managers and staff with financial responsibilities
  6. Provide regular analysis and reports
  7. Provide financial information, advice and support to the Head of Support, CD and country management team
  8. Implement anti corruption policy
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy
  10. Any other task included in Deployment ToR

Responsibilities for Deployments with Finance Manager present

  1. Deliver trainings, including coaching of finance staff on NRC’s finance policy, systems, and tools.
  2. Act as in-country mentor and trainer to FM.
  3. Provide technical support and advise on NRC Financial Handbook, guidelines and tools.
  4. Provide coherent and coordinated feedback to Regional Office management in regards to the needs and challenges of finance units within the region.
  5. Facilitate and promote the sharing of best practices and positive deviance behaviors identified in successful country operations.
  6. Provide support to FM and /or Head of Support and CD when a country programme requires additional external support i.e. during start-up, emergency response phases of operation and closing down of a country office.

 

Our ideal candidate

  • Minimum 5 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Relevant professional qualifications (eg accounting, MBA)
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the countries supported by the section is an asset.  
  • A high level of Spanish skills is in an advantage and in some cases a prerequisite.
  • experience with start-up and/or exit would also be an asset

The employee is personally responsible of ensuring access to documents including NRC handbooks and guidelines on intranet, and other information necessary to the post.
