1.      Organizational Context

 

a.    Organizational Setting

 

The post is located in the Innovation Economics Section of the Economics and Statistics Division. This Division is responsible for providing accurate, comprehensive and timely statistical information on the performance of the IP system worldwide; and providing high quality empirical analysis addressing economic challenges in the international IP system and assessing the economic effects of IP policy choices.

 

b.    Purpose Statement

 

The Economic Officer is responsible for the conduct and supervision of economic analysis work, including contributions to the drafting of WIPO's flagship World Intellectual Property Report.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Section's Head.

 

 

d.    Work Relations

 

She/he works in collaboration with the Division's other economists and statisticians, as well as with other WIPO Divisions requesting or facilitating economic analysis work. 


 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Provide inputs to analytical reports, including developing report outlines, drafting specific chapters, consulting with concerned internal and external parties, monitoring and coordinating research undertaken by consultants, and supporting the report's dissemination.

 

b.   Conduct and supervise economic studies in response to specific needs identified by Member States and senior management, as assigned; prepare briefings on economic issues.

 

c.   Develop databases on IP and economic performance for specific projects for empirical research purposes.

 

d.   Plan, organize and participate as a resource person in seminars and workshops; conduct training and briefings of national experts for the transfer of results and methodologies elaborated in research activities.

 

e.   Provide technical input for the development and maintenance of internal and public web pages, including the development and maintenance of economic study bibliographies and databases.

 

f.    Establish and maintain contacts with academic economists and IP policymakers to exchange information.

 

g.   Represent WIPO in conferences, seminars, and workshops; prepare technical papers and deliver presentations.

 

h.   Contribute to the advancement of scientific knowledge in the area of IP economics by presenting technical papers in academic conferences and submitting them to peer-reviewed journals.

 

i.    Participate in the activities of the Division, including providing inputs to the work of the other Sections.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in economics or a related field with a strong focus on economic modeling and statistical methods.

 

Desirable

A PhD in economics or a related field.

 

Experience

Essential

At least four years of relevant professional experience, including in the application of economic theory to public policy issues (particularly the linkages between IP, innovation and development).  Experience at the international level.  Publication record, including publications in peer-reviewed journals.  Background in economic data analysis, econometrics and statistics, especially using information technology tools and databases for analysis.

 

Desirable

Experience working with governmental or international organizations.

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Good knowledge of other UN official languages.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the April 2018 rate of 77.8%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
