BACKGROUND

UNICEF Tajikistan 2016-2020 Country Programme aims to contribute to the fulfilment of the rights of the most disadvantaged or at-risk children and adolescents – such as children living in remote areas and children from the most socioeconomically disadvantaged backgrounds and children with disabilities – and to enhance gender equality among children and extend it into second decade - second chance.

To communicate about the different components of the country programme, including an increased reach and engagement with external audiences UNICEF Country Office in Tajikistan is looking for experienced communication expert. The consultant is expected to have excellent analytical, writing and research skills and a good understanding of development work, including experience of working with UN agencies to develop content, disseminate information and share results achieved for children with the stakeholders, partners and the public.

PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to support development of Communication and Public Advocacy Strategy and action plan of UNICEF Tajikistan  in order to bring children's and women's issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, and enhance the organization's credibility and brand.

UNICEF Country Programme Document (CPD) for Tajikistan, which covers the period 2016-2020, includes the office’s contribution to promoting gender-responsive communication material to:

  • Raise awareness and knowledge on  the issues faced by boys and girls across their life course
  • Encourage self-efficacy and increase change agents 
  • Accelerate behaviour change as it relates harmful practice/ belief in the homes, schools and communities
  • Increase communication assets that demonstrates the need a multi-sectoral approach of quality programming that incorporates all of the building blocks of nurturing care that young children (first 1000 days), children and adolescents require: health, nutrition, security and safety, responsive caregiving, early and lifelong learning, adolescent empowerment and participation.

DESCRIPTION of the ASSIGNMENT

The major priorities of the CPD are outlined in four Outcomes:  1) Surviving and thriving in the early years; 2) Inclusive and quality learning throughout childhood; 3) Adolescents empowered to fully participate; 4) Protective environment for all children.

The assignment will cover the following areas:

  1. Communication strategy
  1. Gather content and coverage of relevant country efforts (including Water Conference) to identify effective relevant country programme activities and results. Develop complementary, country specific and local community materials.
  2. Support the production of communication materials (e.g. briefing notes, images, videos, Web pages etc.) that meet the country and global standards as set out in the Communication Toolkit.
  3. Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate;
  4. Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.) to meet standards as set out in the Communication Toolkit;
  5. Maintain and update documentation center for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc.

  1. Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate;
  2. Assist in collaborating with the media through activities, such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
  1. Monitoring and evaluation
  1. Monitor the public perception of UNICEF in the country and recommend appropriate action to maintain a positive image for the organization;
  2. Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.
  1. Partners and special events
  1. Help organize and generate public support for special events and activities to promote country programme goals.
  1. Support  resources mobilization initiatives
  1. Develop and update “donor toolkits”, including the development of advocacy materials in coordination with programme sections;
  2. Assist the research of news hooks, story angles and creative opportunities to optimize communication visibility and fundraising.

QUALIFICATIONS and SPECIALIZATION REQUIRED FOR THE ASSIGNMENT

 Education: Completion of a university degree in communication, social sciences or relevant.

Experience:

  • At least 5 years of experience as a writer/editor preferably with a development organization.
  • Experience in developing compelling content from the provided resources.
  • A strong understanding of UNICEF programmes and policy, including knowledge of youth, participation and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a compelling way.
  • Previous UNICEF, UN and/or INGO experience in a similar role is highly desirable.
  • Proven documentation, statistical and analytical skills.
  • Proven record in advanced technical writing/copy editing and/or producing knowledge.

 Skills and Personal Traits:

  • Sensitivity towards ethics with regards to human and child rights issues, different cultures, local customs, religious beliefs and practices, personal interaction and gender roles, disability, age and ethnicity.
  • Strong analytical, organizational and inter-personal skills.
  • Ability to work closely with national and international actors with tight deadlines, and to facilitate coordination of a process

Language: Fluency in English, Tajik and Russian

PAYMENT TERMS

Consultancy fee is negotiated based on the market price for the mentioned tasks. Consultant’s fee will be paid on a monthly basis upon satisfactory completion of assignments as per the deliverables table and certification by the supervisor through bank transfer.
