Consultancy Roster

LOCATION: New Delhi / any of the 13 UNICEF Field Offices (Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi)

1. BACKGROUND:

 Media plays a definitive role in shaping public sentiment, mobilizing public participation and creating awareness for crucial causes. Keeping this in mind, UNICEF looks at maximizing the reach of media platforms through four key processes: Strategic Media Partnerships, Media Engagement, Media Capacity Building and Media Monitoring. These four processes help us involve media in an effective way so that we are able to meet our objective of promoting the rights and wellbeing of every child.

UNICEF partners with media across mediums of radio, TV, print, social media and digital, in order to create equity focussed forums that impact the lives of girls, boys and women. In this context, UNICEF holds a number of events involving media and other key stakeholders such as government officials and civil society as well as celebrities. Through this activation, UNICEF remains in touch with the media at large and more specifically with a core group of media partners, committed to issues related to child rights.

 

2. PURPOSE:

UNICEF is trying to build a pool of pre-qualified high-calibre candidates to be hired as ‘Public Relations Consultants’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Public Relations (PR) Consultant Roster. The process will ensure all candidates in a PR Roster are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a PR Roster for a four (4) year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

The Roster of PR Consultants, once in place, will allow Communication, Advocacy and Partnerships (CAP) colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment. Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with communications, advocacy and partnerships background.  In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

A Public Relations consultant will support the communications team in creating a discourse around various campaigns/launches in the media. The consultant will work under the guidance of the media team who will be managing particular media advocacy events. The consultant will have an understanding of media and of issues related to children and women in India, and experience in working with beat media as well as high level media.

 

Key Tasks of the Public Relations consultant:

  1. Identify and finalize the core list of media to be engaged with. This will be done in consultation with UNICEF basis the intelligence they have received from the media monitoring agency and their own knowledge.
  2. Finalize the interaction plan for this list with the UNICEF team
    1. List of media to be invited for the roundtable/ event launch to be proposed.
    2. Letter to be drafted for sharing with them.
    3. Follow-up calls to list of identified media who will be invited to the main launch event.
    4. Ensure presence of 50 key media at the event in close coordination with the UNICEF CAP Team.

 

3. LOCATION:

 The position would be responsible for providing technical support to CAP network at national / state / divisional / district level/ sub-district levels (in certain cases) in UNICEF supported states in India, with specific deliverables to be achieved for improved media outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

 

4. VALIDITY OF ROSTER:

The roster once established would be valid for a period of 4-years.

 

 5. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Education: Graduation in Mass Communication, Sociology, Journalism, English Literature, Hindi Literature.
  • Work experience: Six years and above with a PR agency or as a media consultant/ advisor to a not for profit organization.
  • Technical knowledge: Knowledge of the media and their specialization; understanding of Public Relations support.
  • Language:  English and Hindi. Knowledge of any other Indian language will be an asset.

7. Evaluation Criteria

Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

 

Total points to qualify in overall technical evaluation     Min 70/Max 100

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
