CONSULTANT ROSTER

LOCATION: New Delhi / any of the 13 UNICEF Field Offices (Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi)

 

 VALIDITY OF ROSTER: FOUR YEARS

1. BACKGROUND:

 Participation is a human right for all children and adolescents. There is a need to contribute towards promoting meaningful and authentic participation of adolescents with special focus on the marginalized and vulnerable groups. Participation being a fundamental human right is viewed to serve to build citizenship, strengthen capacities and confidence, promote democratic engagement and the rule of law, and enhance policy making.

Article 12 of the UN Convention on the Rights of the Child lays down the principle and purpose of meaningful participation of children and young people. The Millennium Declaration in Article 25 reaffirms the commitment to work collectively for more inclusive political processes, allowing genuine participation by all citizens (and in this case, children and young people included) in all countries. A recently developed “Adolescent and Youth Engagement Strategic Framework” (AYESF) feeds into the forthcoming UNICEF Strategic Plan 2018-21 and Adolescent Strategy and situates young people in current global discourses and makes UNICEF a key player in the area. 

 

2. PURPOSE:

UNICEF is trying to build a pool of pre-qualified high-calibre candidates to be hired as ‘Consultants to manage activation with adolescents’, from which UNICEF country office can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Adolescents Activation Consultants Roster. The process will ensure all candidates in an Adolescents Activation Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in an Adolescents Activation  Roster for a four (4) year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

The Roster of Adolescents Activation Consultants, once in place, will allow Communication, Advocacy and Partnership (CAP) colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment. Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with communications and advocacy background. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

The consultant will assist in effectively supporting activation around adolescents’ events while building capacities and using important tools. For example coordination of the child rights training with urban and rural adolescents. He / she will also support in generating an information pack, for the discourse on adolescents in the public domain. This includes stories on adolescents’ lives across India.

 

3. LOCATION:

 The position would be responsible for providing technical support to the CAP section in Delhi and states at national / state / divisional / district level/ sub-district levels (in certain cases) in UNICEF supported states in India, with specific deliverables to be achieved for improved media outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

 

 4. VALIDITY OF ROSTER:

The roster once established would be valid for a period of 4-years.

 

 5. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Education: Post Graduation in Sociology or other Social Sciences
  • Work experience: Minimum 10 years of work experience with more than five years of specific experience of working with adolescents.
  • Desirable, experience and knowledge in any of the areas as mentioned below:
  1. Adolescent participation project management. Worked on at least two adolescent participation projects
  2. Amplification of adolescent issues by leveraging space in diverse media
  3. Utilization of key national and international platforms to amplify adolescent issues and voices.
  4. Coordination and conducting child rights training with urban and rural adolescents.
  5. Preparation of information pack, for the discourse on adolescents in the public domain. This includes stories and data on adolescents’ lives across the country.
  • Language: English and Hindi

 As you will notice that scores have been assigned to the work sample. Hence, it is mandatory to upload this document. Without this document your application will be considered incomplete and will be invalidated.

Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

 

Total points to qualify in overall technical evaluation     Min 70/Max 100

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
