To support the MoES’ efforts to improve quality of education, including for the most marginalized, in 2017 UNICEF in collaboration with the Institute for Inservice Teacher Training (ITTI) launched a pilot programme on Inclusive Education in 6 districts of GBAO and Rasht. ITTI in GBAO will design and implement the programme using Inclusive Education modules developed by UNICEF, Regional Office. The programme will build on the work supported by MoES related to physical rehabilitation and establishment of resource classes through piloting in 11 schools, which benefitted from the MoES interventions. ITTI will develop and adopt a whole school approach with an aim of building the capacity of schools to plan and deliver the professional development of their teachers based on students’ needs, create community of learners and develop and implement school development plan. For this purpose, UNICEF will hire an international consultant who will provide technical assistance to the ITTI GBAO in designing the inclusive education teacher-training module.

Terms and Reference

1. BACKGROUND

The human rights based intent of Inclusive Education is defined in the Salamanca Statement and represented in the 'recognition of the need to work towards 'schools for all' - institutions which include everybody, celebrate differences, support learning, and respond to individual needs '. 

UNESCO defines inclusive education as ‘a process of addressing and responding to the diversity of needs of all learners through increasing participation in learning, cultures and communities, and reducing exclusion within and from education. It involves changes and modifications in content, approaches, structures and strategies, with a common vision which covers all children of the appropriate age range and a conviction that it is the responsibility of the state to educate all children’ . Similar approach lies at the core of UNICEF rights based approach to education founded on the belief that every child has a right to quality education. 

The Ministry of Education and Science (MoES) of Tajikistan is committed to continually improve the education system ensuring access to quality education for all students, including the most marginalized.  As is the situation in the rest of the world, children with disabilities are the most marginalized children in Tajikistan. They run a substantially higher risk of being out of school or dropping out of schools . Therefore, children with disabilities are the focus of attention and there is an expectation to increase the attention with the signing of the UN Convention on the Rights of People with Disabilities (UNCRPD) by the Government of Tajikistan in 2018.

Recent data shows that there is an annual increase of 5% in enrolment of children with disabilities in regular schools . MoES and development partners as well as local NGOs are taking measures to promote further mainstreaming of children with disabilities. In 2014, Tajikistan adopted new standards for construction of schools, which address the issues of accessibility for children with mobility concerns. In 2016-2017, MoES established 49 resource classes in regular schools using GPE-4 funds. UNICEF provided support in training 100 teachers on Inclusive education and raising awareness of 2,000 stakeholders in target schools.

2. MAJOR TASKS TO BE ACCOMPLISHED

Prior to arrival: 5 days

• Review of the existing Inclusive Education ToT Modules and brochures developed by UNICEF Regional office and project documentation
• Develop a plan with clear milestones and timeframe for building the capacity of ITTI to develop teacher training modules on inclusive education

In-country mission: 15 days mission in Tajikistan (2 days in Dushanbe and 13 days in Khorogh and pilot districts)

• In collaboration with ITTI GBAO design a model of Inclusive Education and develop a module for teachers based on UNICEF Regional office modules
• Develop the capacity of ITTI in implementation of the model and delivery of the module

After in-country mission: 10 days
• Finalize the model and teacher training module on Inclusive Education
• Final report with key recommendations

3. DELIVERABLES/TIMETABLE

4.   PLACE OF WORK

The consultant will mainly work in Khorog city, with the possibility of travel to the districts.

5. DURATION OF THE ASSIGNMENT

The total duration of the contract is 30 working days. The consultant is expected to work in Tajikistan from the period from 21 May – 11 June (15 working days).  The expected completion date, including provision of final report is 31 July 2018.

6. ELIGIBILITY AND SELECTION CRITERIA

Within this initiative UNICEF Country Office in Tajikistan is looking for an international consultant that has extensive experience in inclusive education.

To qualify as an advocate for every child you will have…

• Advanced degree in relevant field, in education, social sciences, or pedagogy.
• A minimum of 5 years professional experience at the international level in relevant field, preferably inclusive education, pedagogy, and teacher training.
• Practical experience in adaptation and implementation of UNICEF Regional Office Modules on Inclusive Education is an asset
• Ability to work in a team and as a team leader and ability to travel within the country;
• Excellent analytical and report writing skills
• Familiarity with UNICEF’s mission and mandate is an asset.
• High proficiency in English and/or Russian and/or Tajik;
• Work experience with UNICEF is beneficial; knowledge of UNICEF policies and strategies;

7. REPORTING ARRANGEMENTS

Education Specialist shall complete the reporting and the evaluation of the consultant under overall supervision of Chief, Education, UNICEF based on the timely submission of deliverables, clear format of the comments, final report provided, accuracy and quality of the products delivered.

8. TITLE RIGHTS

UNICEF shall be entitled to all property rights including but not limited to patents, copyrights and trademarks, with regard to material, which bears a direct relation to or is made in consequence of, the services provided by the Organization in compliance with the requirements of the applicable law. The contractor shall take all necessary steps, execute all the necessary documents and generally assist in securing such property rights and transferring them to the Organization in compliance with the requirements of the applicable law.
