Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. GCF is seeking to recruit a Communications Specialist (IS 4). The Specialist will be responsible for supporting GCF’s external relations strategy, in particular by developing key messages to be conveyed to all stakeholde r audiences. Duties and responsibilities

Under the overall guidance of the Head of Communications, s/he will be responsible for but not limited to: • Supporting GCF’s external relations function, intended to communicate GCF’s objectives and activities, and to prepare for GCF’s replenishment;

• Developing and agreeing strategies for communications, ensuring consistent messaging across all projects and services; • Coordinating communication plans that foster engagement of external stakeholders, including National Designated Authorities, Accredited Entities, Public and Private Partners, and Civil Society Organisations; • Producing high quality communication materials in order to:

o increase the accessibility of information about GCF’s policies, processes, and projects; o promote the engagement of GCF’s stakeholders with the Fund;

o build GCF’s media relations;

o convey GCF’s progress in implementing its objectives, and

o explain the impact of GCF’s activities upon global efforts to combat climate change.

• Drafting and editing for different communication channels (website, social media, newsletters, publications, speeches, events);

• Providing support to internal clients on external communications; and

• Undertake any other task, as assigned.

Expected experience and qualifications*

• Master’s degree in communications, journalism, international relations, finance, economics, sustainable development, climate policy, environmental sciences, law or related fields;

• At least nine years of relevant work experience in a professional capacity;

• Relevant experience in the communications sector, within an international organization, public relations agency, governmental, private sector or non -profit sector, with experience of managing and delivering complex communications projects, and managing project teams;

• Track record in international relations: good understanding of multilateral processes and climate finance, good political judgment and international experience;

• Sectoral experience within one or more of the following specialisms: speech -writing, media relations, publications (including multi-media publications);

• Excellent written and oral communication skills in English are essential for this position (English mother tongue level); knowledge of another UN language an advantage;

• Demonstrated capacity to establish and maintain relationships with key partners –including but not limited to the ability to represent the organization and interface effectively with senior government officials, private sector representatives, civil society organizations and media;

• Suitability to undertake the responsibilities mentioned above at the required level, with the following: (a) Proven application of expertise; in-depth knowledge within the area of communications;

(b) A team player with a proactive and can-do attitude;

• Experience of establishing strong working relationships with colleagues from different functions and cultures;

• Strong competence and professional autonom y in the use of standard software programs: Excel, Word, PowerPoint, Outlook, and Access; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the qualifications, experience and skills that would quali fy candidates for consideration. Other combinations of academic qualifications and years of experience may be considered . Selection among short -listed candidates will also take i nto account performance at interview , appropriate testing and references.
