UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is co-funding with the European Union (EU) and other country programme specific donors, a regional programme “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey”. This is an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. In Iraq, the programme additionally targets displaced Iraqi women, affected by the current conflict. It works to address the call of the European Union Regional Trust Fund to the Syria Crisis (EU MADAD) to, inter alia, involve women in crisis prevention, conflict management, peacebuilding and to help protect women in gender-based violence, especially sexual abuse.

The programme works at multiple levels to:

  • Enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and promote a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention;
  • Engage men as partners, champions and advocates for women’s increased empowerment, including their engagement in the labour market.

The programme operates at the regional level, implemented in Iraq, Jordan and Turkey. This position-holder will be based in Amman.

Duties and Responsibilities

Objective of the Assignment:

  • To support programme’s monitoring and reporting, UN Women is looking for qualified candidates to manage effective monitoring and reporting of the programme as outlined with the current and potential donors, including European Union’s reporting guideline and the reporting expectations of MADAD programme;
  • To build monitoring and reporting capacity and foster a data and evidence driven results based reporting culture for the regional programme.

Scope of Work:

In accordance with UN Women monitoring and reporting guidelines, the consultant will work to:

  • Provide overall support to the monitoring and reporting of the programme by assisting in the development and/or finalization of the programme work plans and keep it updated in accordance with programme activities and timeframes as relevant; monitoring the programme results (outputs and outcome) corresponding to the overall programme log-frame, and collect and analyse data for the indicators established in the programme;
  • Work with the Regional Programme Coordinator and country programme managers to maintain a data collection system for tracking and collecting core sex disaggregated data (SADD) elements on the programme design, in line with the donor reporting requirements; follow the programme Performance Monitoring Framework with relevant data collection systems;
  • Maintain and update the online data collection on results framework and work with the programme teams to follow up and prepare the donors’ quarterly reports;
  • Review the existing monitoring systems at the country level, identify gaps and new opportunities to establish a culture of results based monitoring and reporting aiming at the programme goals;
  • Provide inputs and manage the preparation of the programme baseline and related online database to track the progress against each indicator of the programme;
  • Provide timely and quality submission of data, analyse reports, learnings, and best practices and identify any field trends emerging through programme action in different countries;
  • Liaise with the media and communication expert to identify the strategic programme information to convert it into relevant visibility materials;
  • Provide substantive inputs to the implementation of annual work plans to ensure clear deliverables, annual targets with indicators and milestones and documentation of evidence based good practices;
  • Provide inputs to the UN Women and donors’ quarterly and annual reports;
  • Liaise with the media and communications expert to translate the reports and monitoring documents into communication and visibility materials and regularly contribute to maintaining programme’s web-presence;
  • Work with the country programme managers to build partners’ monitoring and reporting systems;
  • Work with the country programme managers to build partners’ capacity on gender sensitive monitoring and reporting systems;
  • Build programme partners’ M&E capacity.

Monthly payments will be made upon successful completion, review and quality assurance of deliverables specified below:

  • Development of knowledge products on findings from the monitoring and reporting exercises, including lessons learned and good practices for the internal and external stakeholders, and provide inputs and materials to convert the knowledge products into visibility materials.

At least one product every month

  • Contribution to the regional team meetings at the level of monitoring and evaluation (documents, power-point presentations, briefings, etcetera).

As and when needed

  • Provision of training to partners on gender sensitive and results based monitoring and reporting.

Functional Competencies:

  • Excellent planning, goal setting and prioritization skills, with complete adherence to the donors’ reporting guidelines;

Required Skills and Experience


  • Bachelor degree in Economics, management, rural development, social sciences or related field;
  • Master degree in Economics, management, rural development, social sciences is preferred, and additional certification in monitoring and evaluation, MIS management, statistics will be an asset.


  • Minimum 5 years of experience in the field of results based monitoring and evaluation; Master level education preferred;
  • Proven record of work on similar projects; track record of managing results based monitoring and reporting of complex programme with detailed reporting requirements; Experience of working on EU funded programme will be an asset;
  • Experience in the management of gender equality and women’s empowerment programmes or analytic work in gender and development, and/ or human rights;
  • Proven ability to work with diverse stakeholders and partners, including civil society and grassroots organization to ensure harmonised reporting systems across diverse stakeholders;
  • Good experience of converting the reporting materials into knowledge products for wider audience.

Language requirements:

Professional proficiency in oral and written Arabic and English is required.

Criteria for Selection of the best Offer:

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70%

  • Criteria A: Educational background. (12 points);
  • Criteria B: Substantive knowledge on Syria refugee crisis, women and girls rights, economic development, employment and skills development, addressing gender based violence (15 points);
  • Criteria C: Professional experience – monitoring and reporting in multi-stakeholder and complex coordination; analyzing data for reporting purpose; converting the reports into user friendly documents; management of regional programmes’ reporting (22 points);
  • Criteria D: Experience of conducting baseline and maintaining data bases (11 points);
  • Criteria E: Experience of managing reporting on EU supported programmes (5 points);
  • Criteria F: (Language skills) - (5 points).

Financial: Lowest Financial Proposal: 30%:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
