Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Haiti is located in the Caribbean Sea and shares the island of Hispaniola with the Dominican Republic. The two countries have a common land border of 388 km including four official border

crossing points: Ouanaminte/Dajabon, Belladère/ Elias Piña, Malpasse/Jimaní and Anse-à-Pitres/Pedernales. According to data provided by the International Organization for Migration (IOM), there are also 96 unofficial crossing points.

The border line is secured on the Dominican side by CESFRONT (Cuerpo Especializado de Seguridad Fronteriza Terrestre), and on the Haitian side, since 10 January 2018 the new specialized unit of the Haitian National Police, POLIFRONT (Police National de Frontiere), has been deployed in the North/East Department, in accordance with Article 29 de la loi sur la PNH et à la Directive DGPNH/CAB/1119-15.

In order to strengthen security at the Haitian-Dominican border and limit the possibilities of trafficking in goods and people, there is an important need to support the new Haitian Border Police service so that it can work in collaboration with the CESFRONT as well as all other key stakeholders working on the Haitian border.

Thanks to an effective security system, the main responsibilities of this new Border Police are to secure and properly organize border crossing points but also the entire border area, in order to regulate the movement of people, vehicles and goods between Haiti and the Dominican Republic.

As advocated by international standards, the integrated and efficient management of an international border requires the control of the movement of goods and people. Operationally, this translates into the need, presence and close cooperation between three government entities which are customs, immigration and police.

A second responsibility, but just as important as that of the Border Police, is to facilitate officials Haitian authorities (Customs, Immigration) to carry out their duties in a secure environment, while respecting the competencies of each authority.

n addition, cooperation with other institutions with competencies in the border area, particularly protection actors, will enable joint and coordinated actions to prevent and combat cross-border organized crime, with beneficial results for the stability of Haiti.

CONSULTATION OBJECTIVES

General Objectives:

Contribute to improving the effectiveness of the intervention of the Haitian Border Police (POLIFRONT) in the North/East Department, by ensuring good coordination with the state institutions and civil society present in Haiti as well as the border security forces of the Dominican Republic.

Specific Objectives:

I. Assist the representatives of the internal units of the Haitian National Police to align their missions in the field through the development of a harmonized, simplified and referential Manual of Internal Standard Operating Procedures (SOPs) that takes into account all the institutional,

technical and strategic aspects of the units of the Haitian National Police (PNH): BLTS, BPM, CIMO, UDMO, and POLIFRONT.

II. Support the representatives of the State Institutions present in the border zone (General Customs Administration, Immigration and Emigration Directorate, Phytosanitary Services, IBSER, ONM) in the elaboration and implementation of an Inter-institutional Standard Operating Procedures Manual, able to coordinate the actions and interventions of each Institution involved in border management.

III. Provide support to representatives of Haitian and Dominican regional security authorities (POLIFRONT, PNH, CESFRONT, PN, PM) in the harmonization of Communication Protocols and Information Exchange as well as in the Elaboration of a Common Strategic Plan to respond to cross-border issues.

These manuals are intended to be both a working tool and a model code of conduct, but also an instrument for internal and external coordination to develop the mastery of effective and integrated border management.

These reference documents should clarify the roles, responsibilities, intervention strategy, intervention zone and the work relationship to be established between the different institutions present in the department. It will also coordinate the work of these different partners to improve border management and security, as well as the protection of migrants and human rights. In other words, the objective pursued through the elaboration of these procedures is to use optimally all the resources available, such as human, material and financial ones, and to explain

in an accessible language: Who does what? Where? How? And for what purpose? DELIVERABLE AND EXPECTED RESULTS

The consultant's mission concerns the elaboration, for the benefit of POLIFRONT and indirectly of all other government and civil society institutions, of the Operational Procedures Manuals and Communication Protocols, intended to formalize and standardize the information exchange methods and implementation strategies.

It will represent a methodological and permanent reference for all stakeholders involved at various steps of the procedures, and will be a training tool for POLIFRONT managers and staff. It also serves as an informative and adaptable basis for any kind of project to extend POLIFRONT's mandate to other border areas.

Page 2 / 6The consultant should be able to manage and harmonize the different expectations of the institutions involved in the drawing up of the Manuals, taking into consideration the missions and mandates of each.

The outcomes expected stem from the objectives assigned to the consultation and from the smooth running of the workshops that will be organized and facilitated by the consultant in close coordination with key partners and the project unit (UoP).

Under the general supervision of the IOM Representative in Ouanaminthe and under the direct supervision of the Border Police Project Officer, the consultant will be responsible for the following tasks and will have to provide the deliverables mentioned below within the prescribed deadlines:

TECHNICAL COORDINATION AND FOLLOW-UP

The consultation will be monitored by the Project Unit (PU), composed of an IOM representative in Ouanaminthe, an IOM representative in Port-au-Prince and the POLIFRONT General Director, to ensure periodic monitoring and to guarantee the conformity of the planned activities and the expected results within the framework of this consultation. During the consultation process, the consultant will work closely with the Director General of POLIFRONT who will always approve the guidelines proposed. The same Director will accompany and facilitate the consultant in gathering information, contacting stakeholders and organizing meetings, interviews Page 3 / 6and workshops in key intervention areas, to ensure that all processes are carried out in a transparent manner and by ensuring the inclusive and participatory development of SOP Manuals.

REPORTING FORMAT

All reports, notes and minutes prepared by the consultant are written in French. The documents to be delivered will be in paper and in electronic formats (Word, PDF, Excel or Powerpoint).

PERIOD OF CONSULTATION

The consultation is spread over four (4) months for a service of 84 working days according to the following calendar:

• 17 - 18 May - First mission on the field to present to the project unit the methodological proposal and collection tools; and establish contacts with all partners and identify for each Institution the reference person.

• 18 - 30 May - Data collection, document analysis and preparation of the preliminary document

including for each institution: mission, vision, strategy, organizational chart, among other information.

• 31 May - Restitution of the results of the preliminary document.

• 10 June - Revision, integration of comments and validation of the Preliminary Document • 11 - 13 June - Re-adaptation of the methodological proposal according to the information acquired during the first mission.

• 13 June - Validation by partners of the methodological proposal and the schedule of the SOP development workshops.

• 14 - 16 July - Organization and on-site implementation of SOP updating/participatory development workshops.

• 6 August - Restitution of the first draft documents.

• 20 August - Submission and integration of comments and suggestions.

• 5 September - Presentation and official validation ceremony of the Standard Operating Procedures Manuals and Inter-institutional Communication Protocols.

• 6 September - Delivery of five (5) copies of the Manuals in paper and digital format Required Qualifications and Experience:

Education

• Master’s degree in Public Administration, Political Science, International Economics or a related field from an accredited academic institution with two years of relevant professional experience; or

• International field experience in institutional strengthening, including operational experience in project development, management and coordination;

• Experience in liaison and coordination with institutional actors (government authorities, local organizations, NGOs, United Nations, etc.)

• Experience in border management or any related projects involving border issues. • Proven similar experience in institutional capacity building or development of procedure manuals in governmental or non-governmental structures;

• Knowledge of the Haitian / Dominican Republic context is an asset.

Languages

• Fluency in French and English is required. Working knowledge of Haitian Creole and Spanish is an advantage.
