The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

About the position:
The Cash & Markets Adviser will help NRC Afghanistan design and implement its cash activities, as well as support the coordination of cash activities across the humanitarian community in Afghanistan. The Cash & Markets Adviser will work under the Livelihoods & Food Security Specialist in Kabul.

NRC Afghanistan’s cash activities are implemented across various core competencies – in particular Emergency (emergency multi-purpose cash distributions); Shelter (cash-for-rent and cash-for-shelter construction projects); and Livelihoods and Food Security (cash-for-food and cash-for-livelihood grants), as well as through Education (child sponsorship). The Cash & Markets Adviser will therefore work very closely with all these units– providing technical support on cash-specific issues such as contracting financial service providers, protection concerns related to cash distributions, collecting and analysing post-distribution monitoring data, etc. for programme development and quality management.

NRC also co-chairs the Cash and Vouchers Working Group (CVWG) with WFP, which brings together all humanitarian actors involved in or interested in cash based programming. A key role of the Cash & Markets Adviser will be to help the Livelihoods and Food Security (LFS) Specialist to chair the CVWG. This will include organizing meetings, collecting feedback and data from CVWG members/ other partners, analysing cash-related data from partners for use by the humanitarian community, and following up on actions agreed to by CVWG members (e.g. use of a common cash post-distribution monitoring tool, harmonized reporting). It will also include actively participating in all cash-related matters in inter-agency process– in particular the Humanitarian Response Plan (HRP) and the Common Humanitarian Fund (CHF).

Job description

  • Contribute with cash-related technical competence to programme development, adjustment or review
  • Develop cash-related technical guidance, tools and mechanism
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports.
  • Conduct cash and/or market-specific technical assessment and present recommendations
  • Conduct cash and market-specific technical research and document findings and recommendations
  • Develop cash-specific technical indicators and mechanism for M&E
  • Develop training modules and provide cash-related technical learning or/and training for project staff

  • Specific responsibilities
  • Support external coordination of cash activities (30%)
  • Support the LFS Specialist to chair Cash and Vouchers Working Group (CVWG).
  • Coordinate cash-related matters in inter-agency process, working closely with OCHA– in particular the Humanitarian Response Plan (HRP) and the Common Humanitarian Fund (CHF).
  • Carry out inter-agency data analysis related to the CVWG (including post-distribution monitoring data).
  • Support NRC cash programmes (70%)
  • Provide technical support to NRC Programme and Support units in relation to design and implementation of cash programmes – in particular Emergency, Shelter and Support.
  • Support market assessment activities, working closely with other programme units.
  • Support M&E in designing data collection tools and analysing monitoring data for cash projects

Qualifications

  • Bachelor Degree in economics, development, business or related field
  • Minimum 1 year of relevant experience within field of expertise
  • Technical specific knowledge from the humanitarian sector
  • Previous experience from working in complex and volatile contexts
  • Documented technical competences related to the position’s responsibilities

  • Strong coordination skills
