OBJECTIVES OF THE PROGRAMME

The objectives of WHO emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO emergency response team are to support Member States by\: 1) Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; 2) Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; 3) Ensuring that critical gaps in the health response are rapidly identified and filled; 4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

DESCRIPTION OF DUTIES

1) Liaise and collaborate with the relevant technical programmes to develop projects in alignment with the strategy, health objectives, indicators and budget of the Syria's response plan. 2) Collaborate with the relevant units to strengthen, develop and maintain a monitoring tool for project implementation, monitoring and evaluation, and produce progress reports for all emergency related activities. 3) Offer substantive technical guidance to the respective technical officers in the development and dissemination of donor reports and proposals, and liaise with the relevant focal persons in WHE for the final submission and dissemination to donors. 4) Under the guidance of the project managers develop the survey design, administer the assessment and analyze and present the collected data 5) Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators. 6) Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;

REQUIRED QUALIFICATIONS

Education

Essential\: First University degree in project management or business related field eg administration, finance etc.
Desirable\: Degree or training in information management systems and their application to project management and monitoring.

Experience

Essential\: At least two years' experience in project management, at national or international level in WHO, the UN System, and/or a governmental or non-governmental organization.
Desirable\: Experience in developing countries, preferably in monitoring field projects

Skills

 Sound writing, organizational, analytical and evaluation skills, completed by a good knowledge or understanding of donor agreements and reporting requirements, UN financial rules.  Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 25,511 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
