Our specialized projects, some operated in cooperation with partners, cover the following thematic areas; crisis response, human rights and democracy, protection, gender mainstreaming, needs assessment, cash programming, resilience and peacebuilding.

NORCAP recruits Norwegian citizens for deployments with the OSCE Special Monitoring Mission (SMM) to Ukraine. The SMM is an unarmed, civilian mission, present on the ground 24/7, throughout Ukraine.

Job description

Under the overall supervision of the Head of Reporting and Political Analysis Unit, and the direct supervision of the Deputy Head of Reporting and Political Analysis Unit, the Senior Political Analyst will provide policy advice on the
implementation of the Mission's mandate and on follow-up of political issues in general, and those related to ceasefire mediation and management in particular.

More specifically, she/he will be responsible for:
1. Following and analysing political developments in the Mission area with a view to providing the Head and Deputy Head of Unit and, through them, the Chief Monitor and other senior management, with respective advice and support;
2. Reviewing and contributing to speeches, statements, talking points, regular and other reports, policy documents and correspondence, ensuring that material submitted for clearance is consistent with the Mission's mandate and political
objectives
3. Establishing and maintaining contact with local, regional and national authorities, and civil society organizations
4. Co-operating with representatives of the United Nations, the Council of Europe and other actors of the international community, including the Trilateral Contact Group and the Joint Centre for Control and Co-ordination;
5. Reviewing and contributing to operational instructions and liaising with the Operations Unit to help ensure Monitoring Teams receive feedback and guidance on aspects of mandate implementation
6. Attending and reporting on meetings as requested
7. Co-ordinating the work of Political Analysts and Trend Analysts
8. Acting as Deputy Head of Unit in her/his absence
9. Performing other duties and assignments as required.

Qualifications

Mandatory:
- Minimum of six years of professional experience in international relations, within either international organizations,
political parties, legislatures or academia/think-tanks;
- Professional experience in related field(s), preferably in an international environment or within operational missions;
- Significant prior experience in relevant fields, such as political, security and ceasefire-related issues
.
Desirable:
- Experience in working in Eastern Europe and/or knowledge of the region;
- Experience with the OSCE and/or other international organizations
- Working knowledge of the Ukrainian and/or Russian language(s).

- Cultural sensitivity and political judgement
- Ability to operate windows applications, including word processing and e-mail.
