  1. Role and responsibilities

    As a key information management function, the Database Office provides technical support for the documentation of program results, builds the capacity of staff, as well as delivers the regular and ad-hoc data analyses to inform ICLA programming on area level.

    Generic responsibilities

  1. Manage data for ICLA (Information, Counselling and Legal Assistance) program in the North.
  2. Maintain, update and elaborate ICLA databases on a regular basis with data collected.
  3. Perform reporting duties within internal and external reporting mechanisms.
  4. Facilitate and contribute to Monitoring, Evaluation and Learning of ICLA program.
  5. Perform ongoing monitoring of, and provide feedback on how to improve, the program’s patterns of data collection, entry, storage, analysis and presentation.
  6. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  7. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

     

    Specific responsibilities

  • Performs day-to-day maintenance of ICLA program databases
  • Provides ongoing data support to other staff and program management
  • Performs regular and ad hoc program data analyses
  • Identifies ways to improve program data management patterns
  • Supports program monitoring and evaluation (M&E) exercises
  • Coordinate with NRC’s M&E unit on Monitoring, Evaluation, Assessment and Learning
  • Act as the M&E focal point for ICLA
  • Analyze data from ICLA database on protection concerns, legal needs and case management issues to help determine program priorities
  • Provide support to data collection exercises conducted by ICLA in conjunction with M and E including assessments, outcome monitoring surveys, protection monitoring exercises, needs assessments and other research projects
  • Support ICLA Project Manager and Specialist with donor data reporting at a field and national level
  • Ensure quality control and data cleaning of data contained in ICLA database

     

    Critical interfaces

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • M&E Coordinator and field M&E unit
  • Database officers of other programs
  • Staff from other NRC core competencies (Shelter/ WASH, Education, Camp Management) to ensure the sharing, triangulation and verification of relevant data.

  1. Professional competencies:

  • Bachelor’s degree in statistics, IT, data management and/or Social Work, social sciences, economics, development or other relevant field
  • Minimum of 1-2 years of relevant work experience in the humanitarian/development sector (preferable on refugee protection)
  • Experience with data collection and analysis
  • Experience with data management software and tools (spreadsheets, SQL, ODK, other)

  • Fluent in Arabic and English, both written and spoken
  • Proficient in MS office applications. Knowledge of KoboCollect, SPSS or other analytical software is a bonus
