 BACKGROUND:

Ministry of Women and Child Development has taken a path breaking approach to girl’s empowerment and to address girls’ vulnerability through Beti Bachao Beti Padhao (BBBP) scheme. It is a coordinated and convergent effort of diverse stakeholders for gender equality and empowerment and it has influenced the national and mainstream discourse in favour of girls and women.

UNICEF India has adopted a lifecycle approach and focuses on Early Childhood Development (ECD) and adolescence as priority age group. This brings together the contributions of different program sections to promote the survival, development, protection and participation of adolescent girls and boys. Much of the work focuses on enhancing the value of girls, increasing the degree of autonomy adolescents have over decisions affecting their lives, reducing child marriage and adolescent pregnancy and improving the access to services, schools and entitlements for adolescents.

UNICEF India and state offices are working towards strengthening of the BBBP programme as a long term and systemic intervention to ensure child survival, development, protection and empowerment. The partnership includes support for facilitation of programmes at the state and district level such as the planning, implementation, monitoring, capacity building, development of advocacy and social and behaviour change communication package. 

The proposed consultancy has been designed to provide technical support to Ministry of Women and Child Development (MWCD) in the implementation of BBBP programmes at the national level as well as programmes on child marriage and adolescent empowerment.

 

OBJECTIVE :

The objective is to provide technical support to the Ministry of Women and Child Development (MWCD), Delhi for the effective implementation of Beti Bachao Beti Padhao (BBBP) scheme as well as programmes on adolescent empowerment and prevention of child marriage.

 

SUPERVISOR:

There will be joint supervision between Child Protection/Adolescent Specialist, UNICEF and Deputy Secretary, BBBP, MWCD.

Plans and reviews: The UNICEF/MWCD and the consultant will jointly develop quarterly work-plans and undertake periodic reviews with UNICEF participation at mutually agreed dates preferably in final week of every quarter.

 

CONTRACT DURATION:

The contract will be for a period of 11.5 months from 1st May 2018 to 14th April, 2019.

 

Duty station: New Delhi with travel outside of Delhi will be reimbursed on actuals as per the prescribed consultant rates. Travel is estimated up to 5 days a month.

 

MAJOR TASKS:

     

May, 2018

  • Report of Stakeholders consultation  
  • Coordinate with 10 identified districts conducting pilot for BBBP MIS
  • Finalize the results framework and monitoring plan, currently being jointly developed with UNICEF
  • Provide programming and technical support to the newly included districts for BBBP implementation
  • Technical support to roll-out training of state and district level personnel (mid-line managers, front line workers, community structures and CSOs) for BBBP implementation

June, 2018

  • Develop a monitoring plan to collect data and measure progress against agreed indicators
  • Coordinate with MWCD team, UNICEF and BBBP district nodal officers and develop reporting system and monitoring mechanisms for BBBP  
  • Coordinate training of district nodal officers on MIS & compilation of data and submit training report
  • Support roll out, handholding support and technical inputs, where necessary for implementing the monitoring plan

Other than the key deliverables mentioned, the Consultant is expected to provide technical support to UNICEF and MWCD on other activities, as per requirement.

 

OFFICIAL TRAVEL INVOLVED: Travel to specified states/ selected districts as required

PAYMENT TERMS

  • Payment is linked to receipt and satisfactory acceptance of deliverables.
  • Travel expenses will be reimbursed at actuals based on submission of original invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates.

 

Essential Educational Qualifications & Professional Experience for Consultant

  • A Masters degree in social sciences, law and communications.
  • Technical knowledge and at least 5 years of work experience on issues relating to gender, child protection, and governance.
  • Experience in working with Government.
  • Ability to engage with a wide range of people, including government partners, academic centers, formal and in-formal Networks & Collectives, NGOs/CSOs and technical experts if required to collate all relevant information
  • Computer skills, analytical- and excellent writing skills.
  • Fluency in English and knowledge of Hindi will be an asset.

 The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

1. Relevant educational qualifications of the candidate (10 Min/ 15 Max)

2. Relevant work experience. Technical knowledge and at least 5 years of work experience on issues relating to gender, child protection, and governance Experience in working with Government  (21 Min/30 Max)

 The candidates who meet the minimum cut-off under both a and b and meet the overall cut-off of 31 marks (for criteria a and b) will be shortlisted for the interview..

3.  Interview  (25 Min/35 Max)

 Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who meet the minimum qualifying marks of 56 as well as score the minimum score in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.
