We are currently looking to recruit a Regional Compliance and Risk Management Specialist for our Middle East Regional Office.

For this key role our ideal candidate is:

A University Graduate in a relevant discipline with a minimum of 5 years of risk management experience, including in an oversight and control role. We are particularly looking for an individual with experience in the design and implementation of compliance management programs and experience developing or managing risk management systems. Knowledge of organizational culture and cultural change processes and experience managing complex organizational development projects is also considered an asset.

Position Description:

The Norwegian Refugee Council (NRC) is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality. Recognizing the high-risk of non-compliance for NRC, the Middle East Regional Office (MERO) designated a strategic objective to “establish and implement a compliance framework based on risk management and quality improvement” in 2018

Additionally, the Head Office-based Strategic Planning and Development (SPD) section and the Middle East Regional Office (MERO) are collaborating to strengthen NRC’s global risk management capacity.

The purpose of this position is to support the Regional Head of Compliance and Risk Management to establish the department through the development and implementation of a regional compliance and risk management program, including technical support to Country Management Groups (CMGs) and their teams. This position will have a strong focus on Security, HR, Logistic, IT, and Financial compliance. In terms of risk management, the position will support Head Office in the development and piloting of risk management framework tools, as well as the roll out of new compliance obligations and requirements

Specific responsibilities related to the position include:

  1. Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal regulations, develop tools and methods for independent, systematized compliance checks on high-risk issues, particularly related to support functions
  2. Implement compliance checks in countries within the Middle East Region, providing regular reports to the Country Management Group (CMG) and the MERO Senior Management Group (MERO SMG) through the Regional Head of Compliance and Risk Management
  3. Provide specialist technical support, advice and guidance to CMGs to strengthen their compliance management efforts through the development of tools and methods, technical support and sharing best practices
  4. Contribute to the contextualization of new policies and procedures as well as the imbedding of internal control mechanisms, with lead responsibility related to support functions
  5. Lead the training, support, and compliance monitoring of the implementation of the Securing the Supporting Documentation guidelines in the region
  6. Develop and implement communications and training modules on risk management, ethics and compliance, to strengthen the organizational culture
  7. Monitor, analyse, and produce recommendations related to the use of waivers
  8. Support the roll out of the RM Framework in the region, including testing, training, and evaluating lessons learned
  9. Contribute to the development of adequate compliance and quality control mechanisms of NRC operations particularly regarding RM
  10. Plan, design and implement an After Action Review on the collaboration of MERO and SPD in the implementation of the RM Project
