The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

JOB SUMMARY:

Responsible for the development of laboratory systems and provides support to develop laboratory quality assurance monitoring tools and trainings. Prepares reports and leads the follow-up of those visits to include corrective actions and capacity building initiatives. Further assists with laboratory capacity building initiatives through preparing and delivering trainings. Co-ordinates and facilitates the clinical laboratory quality improvement activities. Prepares and delivers laboratory trainings and training-related services related to tuberculosis (TB) drug-resistant (DR) TB diagnosis. Provides technical assistance to TB diagnostic laboratories in the Philippines.

KEY RESPONSIBILITIES:

Conduct laboratory assessment and capacity building initiatives to ensure and enhance the quality of laboratory services. Specially, the key responsibilities are:

  • Plan, conduct, and report assessments, audits, and accreditation-ready inspections of TB laboratories in the Philippines.
  • Following audits/assessments identify any needed corrective and preventive action to resolve critical areas of non-compliance and communicate this in writing to funders, partners, and other FHI 360 staff.
  • In close collaboration with the Senior Laboratory Specialist, lead the follow-up of needed corrective and preventive actions following audits and monitoring visits.
  • Responsible for developing and implementing continuous improvement systems, procedures, and measures.
  • Take active role in developing Quality Manuals, SOPs, and work instructions related to GeneXpert, drug-susceptibility testing, microscopy, and other TB diagnostic procedures.
  • Provide technical assistance to TB laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.
  • Preparation of training materials and deliver trainings to research staff, laboratory staff, and external agencies.
  • Provide technical assistance to set up and ensure quality operation (develop instrument and supplies list and develop and review carry over contamination prevention plan) of TB diagnostic laboratories in the Philippines.
  • Provide technical assistance to laboratories as part of overall capacity building and continuous improvement schemes.
  • Encourage and assist laboratories with preparing for and seeking accreditation through locally, regionally, nationally, and internationally accepted accreditation agencies.
  • Assist laboratories with setting up internal or participating in External Quality Assessment Schemes (EQAS).
  • Perform other duties as assigned.

MINIMUM REQUIREMENTS:

  • Proven capability and direct experience in clinical TB laboratory functions and services.
  • Proven and excellent clinical laboratory auditing skills and experience with ISO 15189 or other standards performing services to the Laboratory System Strengthening Program.
  • Excellent attention to detail.
  • Resourceful and creative thinker with the ability to develop simple and efficient solutions and recommendations.
  • Working knowledge of quality assurance including pertinent national and international regulations and guidance, particularly related to TB.
  • Excellent knowledge in molecular biology of TB and diagnosis of TB and DR-TB infection.
  • Excellent interpersonal skills, particularly diplomacy.
  • Good in both written and spoken English and report writing.
  • Direct experience developing and delivering trainings in scientific areas related to TB.
  • Demonstrated ability and aptitude to perform quality assurance laboratory audits and assessments against accepted national and international standards and regulations.
  • Demonstrated creative problem-solving skills.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions.
  • Ability to travel domestically up to 50% of the time.

EDUCATION/EXPERIENCE:

  • Master’s degree in biological or laboratory sciences within a clinical or diagnostic discipline or specialty.
  • At least six years related work experience in laboratory quality assurance, quality control and audits or at least seven years in a senior laboratory management position required.
