Role and Responsibilities:

The Information, Counselling and Legal Assistance (ICLA) Legal Field Coordinator is responsible for overseeing the Bekaa legal component related to civil documentation, legal status, housing, land and property rights, and for providing technical / legal support to the teams in the implementation of ICLA activities, in line with NRC guidelines and policies.

Generic Responsibilities:

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to ICLA strategy development and analysis of the legal aspects related to the refugee situation in Bekaa
  3. Oversee from a technical perspective the provision of ICLA services to NRC beneficiaries to ensure high quality and delivery
  4. Supervise the legal team, ensure capacity building and transfer key skills 
  5. Provide legal advice related to individual case management
  6. Promote and share ideas for improvement and suggest changes to ameliorate legal services
  7. Contribute to protection needs and trends identification and ensure adequate ICLA response
  8. Liaise and collaborate with relevant local authorities and key external stakeholders
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Coordinator.

Specific Responsibilities:

  • Provide timely and relevant legal and technical support to ICLA teams on issues related to civil documentation, legal residency, housing, land, and property rights
  • Oversee the legal consultants providing legal assistance and representation to NRC beneficiaries
  • Monitor and follow-up on the quality of the legal services provided
  • Coordinate and incorporate technical inputs from ICLA National team
  • Contribute in developing and updating guidelines, ICLA tools and procedures
  • Identify capacity building needs at internal and external level and conduct relevant trainings
  • Oversee data management and documentation related to legal cases
  • Supervise legal mapping and monitoring of legal practices
  • Deliver legal and protection updates and regular reporting
  • Contribute to context analysis, protection needs and trends identification
  • Conduct regular field visits and follow up in legal clinics and community centres
  • Coordinate externally with relevant stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
  • Hold administrative and budget responsibility for specific or thematic areas within the ICLA projects as identified by the line manager
  • Perform any other ICLA related task as assigned by the line manager

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations

Competencies:

1. Professional Competencies:

  • Bachelor degree in law
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Proven experience in protection and legal work
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
