NORCAP recruits Norwegian citizens for deployments with the OSCE Special Monitoring Mission (SMM) to Ukraine. The SMM is an unarmed, civilian mission, present on the ground 24/7, throughout Ukraine.

Job description

Under the general direction of the Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine (SMM) and the immediate supervision of the Head of Human Dimension Unit, the Dialogue Facilitation Officer will be responsible for:
1. Monitoring and reporting on issues related to dialogue facilitation
2. Training staff in dialogue facilitation, effective communication and other issues related to dialogue
3. Designing and implementing dialogue processes for de-escalation, confidence-building, reconciliation and postconflict rehabilitation
4. Supporting Monitoring Teams on the ground in implementing dialogue facilitation activities
5. Supporting and assisting in the organization and implementation of dialogue initiatives including administrative and logistical requirements
6. Representing SMM at meetings with NGOs and INGOs
7. Monitoring and analysing developments with relevance to dialogue
8. Engaging with a wide-range of interlocutors and relevant institutions in a politically informed and conflict sensitive manner
9. Supporting and assisting in the design, organization and carrying out of conferences and other public events
10. Performing other tasks as required.

Qualifications

Mandatory:
First-level university degree in relevant field(s);
- Minimum of six years of relevant professional experience in dialogue facilitation, mediation, reconciliation and/or negotiation issues in peace processes or other transitional contexts
- Extensive experience in facilitating dialogues between parties in conflict
- Excellent drafting, analytical and communication skills
- Substantial analytical capacity of facilitation and dialogue
- Demonstrated understanding of dialogue dynamics and processes
- Experience in liaising with governmental and non-governmental organizations
- Substantial experience in conducting conflict analysis and actor mapping
- Experience in identifying and designing potential and relevant dialogue activities and initiatives and their subsequent implementation, monitoring and reporting
- Extensive experience in coaching and training in skills relevant to dialogue facilitation
- Diplomatic and negotiating skills
- Knowledge of regional history and developments, sensitivity towards - and understanding of - the challenges of postcommunist societies and the various cultures in Ukraine
- Capacity to plan and assist in the development of public information strategies

Desirable:
- Experience in working in Eastern Europe and/or knowledge of the region;
- Experience with the OSCE and/or other international organizations
- Working knowledge of the Ukrainian and/or Russian language(s).
