Background

DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece. In Central Greece, DRC is now doing Site Management support in two sites (Koutsochero and Volos) and running a Community Center in Trikala. 

 

Purpose

The DRC SMS Manager is responsible for supporting the relevant Greek authorities in the day-to-day management of the two refugee sites in Central Greece and supporting the implementation of coordination mechanisms and tools to ensure accessible services, fill gaps and avoid duplication. This entails building effective partnerships with a diversity of stakeholders at site level, ranging from duty bearers to other humanitarian partners, volunteer groups and the hosted population. 

In addition, the SMS Manager undertakes responsibility for supervising and managing the SMS team and the Site Operations team, and their activities in the two sites. This includes a multi-sectoral/integrated approach to site management, Shelter, WASH, Food/NFI distributions, community Services and Protection. 

 

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited, to the following:

Management and Program Quality

  • Responsible for fostering communication and synergies between the DRC units at site level and ensure implementation of high quality and effective Site Management Support programming, in accordance with applicable standards and best practice.
  • Work closely with the Area Manager to ensure that all site management activities are being appropriately monitored and evaluated
  • Work closely with technical coordinators (Protection, Shelter, WASH, etc.) to ensure integration between sectors in DRC programs
  • Identify needs of Persons of Concern (PoCs) and liaise with other DRC departments and other actors for organizing activities.
  • Adapt site activities, as applicable, in close coordination with the Area Manager, SMS Advisor and Head of Programs, if/as the context changes.
  • Coordination:
    • Identify gaps and needs in service provision on the site and develop proactive solutions in agreement with the responsible Greek authorities, at site level
  • Capacity Building:
    • Support and implement capacity building initiatives and activities in accordance with the Country Office
  • Communication with Communities:
    • In conjunction with the Protection unit, support DRC field staff in strengthening communication with communities, identifying beneficiary information needs and providing guidance in developing information and awareness-raising materials and activities, with beneficiary participation; develop feedback and complaints mechanisms in coordination with the Country Office and SMS advisor.
    • Promote a participatory approach (engagement of affected population) to site management and service provision in the sites
  • Information Management:
    • Ensure SMS related information products are standardized and kept up to date, e.g. sitreps, site profiles, capacity reports, 4Ws, and support advocacy efforts around SMS issues
    • Ensuring that site population data is updated and share with relevant stakeholders
  • Care & Maintenance:
    • Supervise operations in the two sites with the support of the Site Operations Team Leader. Operations include shelter, WASH works as well as NFI distributions, care and maintenance of the existing infrastructures, and any other operation related activity as per camp management staff instructions.
  • Support program standardization and sharing of experiences, lessons learned, and best practices across sites under DRC’s AoR with the support of the SMS advisor

     

    Representation

  • As required, participate in sub-national SMS and/or other relevant working groups;

     

    Administration and Personnel Management, Finance and Logistics

  • Responsible for initiating recruitment, and for conducting appraisals for all team members under his/her management and capacitate DRC field staff by identifying clear deliverables and providing training as needed
  • Ensure observance of DRC and donor requirements in project implementation at site level, as pertains to administration, finance and logistics
  • Monitoring of relevant project expenditures

     

    Security

    • Responsible for following DRC Security procedures including Chapter 19 & 20 of the Operations Handbook.
    • Ensure that security incidents at the site level are reported to the Security Advisor, the Area Manager and SMS advisor.

     

Required Qualifications
  • 2 to 4 years’ experience minimum in camp management at coordinator or manager level with an international NGO, UN agency, and or Red cross/Red Crescent society;
  • University degree in Political science, International Relations, Law, Social sciences or related field;
  • Knowledge of displacement issues and local context in Greece is a clear asset
  • Experience in Shelter/NFIs, WASH sector activities;
  • Basic understanding of Protection Sector in refugee sites is an asset;
  • Excellent interpersonal and teamwork skills, working with different groups, partners and nationalities; Experience managing large teams
  • Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principle
  • Professional fluency in written and spoken Greek and English;
  • Ability to live and work in a demanding working environment.

     

General Regulations
  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.

     

TERMS AND CONDITIONS 

The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).

Additionally, the employee will be entitled to receive a DRC mobile phone and a laptop.
