Background Information – Cambodia

UNOPS established its Cambodia Office (KHOH) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Ardemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOH is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOH is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts.

Background Information - Job-specific

The Principle Recipient programme (PR) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ programmes implemented with Global Fund financing in the Region to ensure that synergies between different programme components are effectively developed.

The PR’s Cambodia team works in close cooperation with all PR teams in the Region, managing all grants in a coordinated fashion, including country grants for the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as Regional Principal Recipients of GFATM regional grants for Greater Mekong sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam).

Functional Responsibilities

Under the direct supervision of the Procurement and Supply Chain Management Specialist and in accordance with UNOPS policies, procedures and practices, the Procurement Officer will be responsible for coordination of different procurement activities undertaken by UNOPS within the Global Fund cooperation framework to ensure that the client’s needs are satisfactorily met.

The Procurement Officer is responsible for the planning and procurement of non-health goods, works and services on behalf of UNOPS as a Principal Recipient under the Malaria grant supported by the Global Fund.

The Procurement Officer’s duties, in accordance with the Financial Rules and Regulations applicable to UNOPS and policies and procedures governing UNOPS procurement activities and policies of the Global Fund, include:

  • Carry out procurement processes in line with the UNOPS procurement manual and as per the procurement plan
  • Review end-user requirements to ensure that the requests are reasonable and realistic (e.g. specifications generic and neutral, cost estimates realistic, delivery times reasonable), etc
  • Undertake market research to determine market/supply conditions, identify potential suppliers and products.
  • Develop knowledge and monitor the commodity market for the goods and services, in the area of responsibility, and be able to identify and select potential vendors.
  • Provide technical support on development of technical specifications, estimated costs, delivery timelines, logistical aspects and other considerations for both goods to be sourced internationally or locally.
  • Ensure close coordination of procurement activities with all Sub-recipients under the Global Fund grant.
  • Under the supervision and in close collaboration with Procurement and Supply Chain Management Specialist, Analyze specific procurement requirements and developing related procurement strategies.
  • Prepare procurement documents and manage procurement process; Issue invitations to bid, requests for quotations and requests for proposals as required; respond to queries from bidders (in line with applicable norms); facilitate bids/quotations/proposals submission process;
  • Facilitate bid/quotation/proposal submissions to the Bid Evaluation committee and evaluate submissions (if appointed to the evaluation committee)  to determine compliance of submissions with the UNOPS requirements.
  • Draft an evaluation report and prepare a recommendation for award; submit these documents to the evaluation committee and/or award approval authority as applicable
  • Monitor contract implementation and supplier’s compliance with contractual requirements
  • Enter data into and update the UNOPS ERP, as applicable
  • Monitor suppliers’ performance and apply enforce liquidated damages clause where applicable
  • Maintain database of all procurement activities with a view to automate repetitive processes as the project progresses.
  • Propose updates to standard operating procedures to ensure best practices.
  • Provide guidance and support on procurement related matters to UNOPS non-procurement staff and to sub-recipients
  • Under the supervision and in close collaboration with Procurement and Supply Chain Management Specialist, organize regular update sessions and trainings for team members and Sub-recipients on procurement related matters.
  •  Travel to State/Divisions and Townships as advised and approved by the Supervisor
  • Supervise, guide, and provide mentoring and coaching as required to the staff in procurement team reporting to the Procurement Officer.
  • Manage vendor roaster and regular reporting to the regional and HQ level of UNOPS offices.
  • Plan his/her and direct supervisees’ workload and ensure that team member(s) clearly understand what needs to be done and expected timelines.
  • Hold regular performance and development conversations with the team
  • Ensure that goods and services are provided according to client needs with lead times that meet or exceed industry norms.
  • Ensure that all procurement actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics.
  • Perform other program related duties as may be assigned by the supervisor.

Education

  • Advanced University degree (Master) in the area of procurement, purchasing, supply chain management, business, business administration, management, commerce, economics, international relations or other related fields.
  • Bachelor degree in the relevant field (above) in combination with additional 2 years of experience may be accepted in lieu of the advanced university degree.

  • Prior experience within the UNOPS or UN agency is desirable.
  • Knowledge of UN rules and regulations, particularly UNOPS procurement procedures a great advantage.
  • Market knowledge on products for the treatment and management of Malaria is highly desirable.
  • Knowledge of the GFATM's procurement and quality assurance policies is highly desirable.
  • Knowledge and experience in international procurement and supply systems is desirable.
  • Knowledge and experience in E-sourcing is desirable

Languages

  • Fluency in Khmer is required.
  • Fluency in both written and spoken English is required.
