Organizational Setting

The Division of Nuclear Fuel Cycle and Waste Technology (NEFW) comprises the Nuclear Fuel Cycle and Materials Section, the Waste Technology Section, the Decommissioning & Environmental Remediation Section and the Research Reactor Section. The Division seeks to support Member States in building their capacity to access technologies, to share good practices and to develop safe and effective approaches across all aspects of research reactors, nuclear fuel cycle, decommissioning, radioactive waste management and environmental remediation.


The Decommissioning and Environmental Remediation Section (D&ERS) assists Member States with building their capacity to decommission any nuclear related facilities and environmental remediation of any sites contaminated with radioactive material, including NORM (Naturally Occurring Radioactive Material). It cooperates with other sections and especially with the two teams in WTS in charge of radioactive waste management (pre-disposal and disposal). Efforts are focused mainly on the elaboration and implementation of comprehensive and integrated decommissioning and environmental remediation policies and strategies, the development of supporting infrastructure, the promotion of good practices for sustainable, safe and cost-effective project planning, implementation and completion; enabling access to current scientific and technological developments, along with the provision of direct assistance through the technical cooperation programme.


Main Purpose

The Decommissioning Specialist contributes to DERS professional activities applying specialized technical knowledge on the planning of the work programme and implements initiatives and projects on nuclear facility decommissioning. He/she reports to the Section Head.



Role

The incumbent will provide comprehensive support of NEFW Sub-programme on Decommissioning and Environmental Remediation, with a specific focus on decommissioning activities. He/she will contribute to strengthening of cooperation between the IAEA and other international organizations in the respective decommissioning area. He/she will support the existing decommissioning network in achieving practical and measurable results.
As a sub-programme implementer and technical officer, the incumbent will apply his/her specialized knowledge and experience to the design, evaluation and implementation of the decommissioning initiatives, including the organization, definition and delivery of training activities, and will conduct studies and assessments of decommissioning-related issues and trends leading to the development and publication of international recommendations. The incumbent will also provide specialist input to relevant Technical Cooperation projects.


Functions / Key Results Expected

- Support planning and implementation of decommissioning-related activities under the relevant sub-programme in accordance with the IAEA senior management direction and expectations of participating representatives of Member States, including strengthening of cooperation between the IAEA and other international organizations such as OECD/NEA and the EC.

- Cooperate with counterparts in NEFW and other IAEA sections / divisions and with other international organizations on topics of mutual interest and provide assistance, as required, in other activities of the Division and to other IAEA units on subjects of relevance to decommissioning of nuclear facilities.

- Identify and provide advice on the application of “lessons learned” from the decommissioning network participants to support further development. Assist line management and section staff to convey common messages and support the network in achieving practical and measurable results.

 

- Promote complementary joint initiatives amongst other networks (e.g. WTS networks) and support the development of digital tools such as e-learning, wiki web-based networks of professionals, and organizing in-house meetings on the Section's scientific programme.

- As delegated by the Section Head, provide input to the design and evaluation of technical cooperation (TC) projects, develop action plans, and organize and participate in seminars, workshops, expert missions and training courses related to TC projects. Practical knowledge of the current situation in developing / TC eligible countries and of the needs of local counterparts is advantageous to support this function.

- Promote, coordinate and evaluate coordinated research projects and conduct studies and assessments of decommissioning-related issues and trends. Develop and publish international recommendations and guidance with a view to addressing Member States' specific needs regarding decommissioning technology development.

Qualifications, Experience and Language skills

- Master's Degree - Advanced university degree (or equivalent) in engineering or a related science (e.g. physics, chemistry, environmental science).

 

- Experience of developing and implementing projects at the international level and awareness of international programmes for radioactive waste disposal.

- Seven years of work experience in the field of radioactive waste management and/or decommissioning.

- In-depth knowledge of and experience in the strategies, methodologies, technologies and practices used in decommissioning and radioactive waste management, and awareness of and interest in innovative approaches and processes under development.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37592, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
