UNICEF Liberia is seeking a qualified Consultant to provide technical support in quality assurance and monitoring implementation progress of three UNICEF managed construction projects.

Purpose of Assignment:

The proposed consultancy will provide technical support in quality assurance and monitoring implementation progress of three UNICEF managed construction projects.

Basic Objectives of Consultancy/Contractor Services:

The proposed consultancy will oversee implementation of three UNICEF construction programmes, namely:

  • The US$ 1.66 million ongoing World Bank/Ministry of Health (MoH) funded WASH in nine health care facilities (WinHCF) project, with civil works scheduled to be completed by June 30, 2018, plus a 6 months’  defect liability period.
  • The US$ 0.6 million (approx.) DGIS funded WASH in 100 schools (WinS) project, with civil works scheduled to be completed by December 31, 2018 plus a 6 months’ defect liability period.
  • The US$ 0.4 million (approx.) soon to be launched construction and rehabilitation of two Adolescent Girls and Boys Learning and Resource centers in West Point and Nu Kru Town, most likely to commence in May 2018 with 12-month duration, plus a six months’ defect liability period.

The consultancy will meet and undertake the following key objectives, activities and output deliverables:

  1. Support design and construction/rehabilitation or upgrade of WASH facilities in 9 health care facilities funded by Wold Bank, WASH facilities in 100 proposed schools and two Adolescent Girls and Boys Learning and Resource centres at West Point and Nu Kru Town.
  2. Provide technical support in quality assurance and monitoring implementation progress of three UNICEF managed construction projects through supportive supervision of the implementation process.
  3. Provide technical support to the WASH Unit in the preparation of ToRs, BoQs and engineering cost schedules in adherence to construction specifications and on-site verification prior to processing of deliverable based payments
  4. Technical support to the Supply section in relation to technical evaluation of bid proposals and costing of works, preparation of CRC documentation and review correctness of contracts’ scope of work and specifications.
  5. Support technical supervision of construction works at project sites and indicate actions to resolve issues and problems that may arise during implementation, organize meetings with contractors, Government counterparts and UNICEF and undertake performance evaluation of the contractors upon completion of the construction works.

Key activities/tasks and deliverables for the on-going World Bank/(MoH) funded WASH in nine health care facilities project, with civil works scheduled to be completed by June 30, 2018, plus a 6 months’ defect liability period.

Key Activities/Tasks:

  1. Supervise WASH activities in nine health care facilities so that they keep within approved and agreed specifications and project time frame while ensuring that quality of construction is not compromised.
  2. Provide oversight for construction/ rehabilitation or upgrade of WASH construction work. Keep track of construction contracts and ensure projects are progressing on time, as per design specification, budget and ensuring contractors adhere/comply to predefined quality standards, identify risks during project implementation and recommend actions.
  3. Where necessary, provide support on preparation/amendment of contracts for the WASH in Health program implementation and other related WASH construction works.
  4. Support processing of payments for contractors/consultant/partners, follow up and timely respond to inquires from contractors.
  5. Monitor the status of the constructed facilities during the defect liability period (DLP),

Outputs/Deliverables:

1. Bi-weekly progress report of construction works and detailed consolidated monthly report with updates on construction work progress.

2. (i) Field visit monitoring reports

    (ii) Bi-weekly contractors’ certified progress reports.

    (iii)Bi-weekly tracking sheet against contractors submitted workplans.

3. (i) Amended contract documents agreed on with contractors, MoH and HCF administrators.

(ii) CRC documents prepared & submitted

4.Processed invoices and requests from contractors and copies of payment advice notes from Finance.

5. Detailed consolidated monthly report with updates on status of rehabilitated or constructed facilities all nine locations.

Key Activities/Tasks:

 A. Prepare BoQs, and support supply section in procurement of contractors, contracting and preparation of sales orders for all WASH related contracts.

B.  Supervise WASH activities so that they keep within approved and agreed specifications and project time frame while ensuring that quality of construction is not compromised.

  1. Provide oversight for construction/ rehabilitation or upgrade of WASH construction work. Keep track of construction contracts and ensure projects are progressing on time, as per design specification, budget and ensuring contractors adhere/comply to predefined quality standards, identify risks during project implementation and recommend actions.

 

  1. Provide overall contract management support to Child Protection Section for the construction of Resource centers.
  2. Support processing of payments for contractors /consultant/partners, follow up and timely respond to inquiries from contractors. 
  3. Where necessary, provide support on preparation/amendment of contracts for the WASH in Schools, Resource centers implementation and other related WASH construction works

Outputs/Deliverables:

1.(i) BoQs, agreed on contracts for WASH construction works.

(ii) CRC documents prepared & submitted.

2.Biweekly report of construction works and detailed consolidated monthly report with updates on construction work progress.

Qualifications:

  • Advanced University degree in Construction Engineering or related technical field;*
  • A minimum of 5 years working experience in construction areas, including supervision;
  • Knowledge of field works, coupled with demonstrated work supervision, monitoring and reporting;
  • Remote operations supervision and contract management experience;
  • Excellent computer skills in word, excel and related software;
  • Excellent communication skills.
  • Fluent in English.

General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable-based as defined in the ToR.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by email. 
  • Unless authorized, UNICEF will buy the tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
