Under the general supervision of the Contracts Specialist, provide support to Country Offices on planning construction projects, its procurement, contract and project management in accordance with UNICEF’s procedures. She/he will advise Country Offices on planning, procurement and execution of construction project and develop tools to improve the implementation capacity of projects in the field. She/he will also research construction/rehabilitation practices, including aspects such as accessibility of people with disabilities, sustainable construction, etc.

Purpose for the job

Under the general supervision of the Contracts Specialist, provide support to Country Offices on planning construction projects, its procurement, contract and project management in accordance with UNICEF’s procedures.  She/he will advise Country Offices on planning, procurement and execution of construction project and develop tools to improve the implementation capacity of projects in the field. She/he will also research construction/rehabilitation practices, including aspects such as accessibility of people with disabilities, sustainable construction, etc.

Summary of key functions/accountabilities:

  1. Assist in identifying weak construction project management areas that require development of guidelines, strategies, tools and materials;
  2. Assist the Contracts Specialist improving screening and monitoring tools to more efficiently identify trends, track project changes and trigger corrective actions;
  3. Assist in conducting research and developing technical tools on construction/rehabilitation practices, including aspects such as accessibility of people with disabilities, sustainable construction, etc.;
  4. Provide guidance to UNICEF Country Offices on issues related to procurement of construction services and works in UNICEF reconstruction and rehabilitation projects as per the construction guidelines and Supply Division’s contract management defined position;
  5. Ensure the well-functioning and responsiveness of the Construction Unit in the absences of the Unit Lead (Contracts Specialist);
  6. Review construction project LPA’s and present the review to the Unit Lead (Construction Specialist) prior processing them. The LPA review shall focus on risks identification, appropriate implementation strategies, adequate in-house and external resources in place and sound risks-mitigation strategies;
  7. Assist in the preparation and implementation of activities aimed at strengthen the construction project management capacity of CO colleagues and to gather and disseminate best practices;
  8. Support the Unit Lead on the research of construction/rehabilitation best practices by exploring private sector practices, examples from other organizations or through surveys in selected areas;
  9. Report on Unit activities and its progress and constraints on regular bases;
  10. Occasional missions to the field to support Country Offices and provide Technical Assistance on construction projects may be required;
  11. Support in the development and delivery of construction trainings;
  12. Any other duties or assignments as requested by the supervisor.

Education:

  • A completed Professional Qualifying University Degree (minimum Bachelor’s) in architecture, civil engineering, construction project management, or related field.

Experience:

  • A minimum two years of progressively responsible international work experience relevant to construction project management.
  • An understanding or working knowledge of the UN or a similar organization/NGO.

Language requirements:

  • Fluency in English is required.
  • Fluency in French is highly desired.
  • Knowledge of another UN Language is an advantage.
