Context:

Under the overall supervision of the Chief of Mission (CoM) in Iraq and the direct supervision of the Senior Emergency and Programme Coordinator, the successful candidate will be responsible and accountable for coordinating and implementing all aspects of the emergency response and recovery activities for IOM in Iraq, particularly in the Northern or Kurdistan Region, including the response to the Syria crisis population influx into Iraq. Core Functions / Responsibilities:

1. Assist in assessment, design and development of IOM humanitarian emergency and recovery programs in Northern Iraq in line with IOM agreements, policies and standards. 2. Provide relevant information and support to clusters/Working Groups, including emergency shelter, camp coordination and camp management (CCCM) and non-food items and health necessary for operational and strategic guidance.

3. Participate in and represent IOM in relevant inter-agency working groups and sectors towards the elaboration of contingency plans, problem solving and promotion of IOM activities and services.

4. Establish and maintain relationships with donors, United Nations (UN), non-governmental Page 1 / 3organizations (NGOs), government authorities and other counterparts to design, develop and undertake common initiatives in emergency and post crisis programs.

5. Identify problems in humanitarian and post-crisis project/programme implementation and take action to resolve issues in coordination with the Sr. Emergency and Program Coordinator. Provide financial, administrative and technical backstopping to emergency response and recovery projects.

6. Develop, coordinate and undertake assessment missions and activities in close coordination with the UN, NGOs and donors.

7. Coordinate and oversee all procurement and distribution of materials relevant to program activities.

8. Ensure the development and maintenance of data collection and analysis mechanisms, including distribution tracking systems, and provide relevant information and advice to partners within the humanitarian community.

9. Undertake duty travel and lead field evaluation and needs assessment visits to other parts of the country.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business and Administration, International Relations, Developmental Studies, Humanitarian Development or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in the field of emergency response and humanitarian assistance including camp and shelter management, support to displaced populations and the implementation of early recovery activities;

• Experience working at an international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations;

• Knowledge of UN, IOM, international organizations' and NGO mandates and programmes in the area of migrants’ rights and humanitarian assistance;

• Experience working in the region an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
