Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The IIU is responsible for ensuring all staff, external stakeholders and implementing entities and intermediaries adhere to the highest integrity standards. The Compliance & Integrity Officer will support the IIU in carrying out its mandate of preventing, detecting and investigating occurrences of integrity violations for which the GCF has zero - tolerance by analyzing, developing, implementing and monitoring the integrity policies and procedures. The incumbent will have a competent knowledge of international standards on legal and regulatory compliance, Anti - Money Laundering and Countering the Financing of Terrorism (AML/CFT), know -your-customer (KYC) procedures, anti-fraud, anti-corruption and conflicts of interests.Duties and responsibilities

The incumbent shall within delegated authority of the Head of the IIU:

• Lead in developing and monitoring the effectiveness of integrity -related policies and procedures i ncluding Anti Money Laundering and Countering the Financing of Terrorism (AML/CFT) and advise on policy and operational improvements in line with international best practices including FATF standards; • Lead the development and implementation of an AML/CFT monitoring system;

• Monitor and provide advice on AML/CFT compliance functions with a focus on the set- up and operationalization of the compliance system, including due diligence standards, guidelines, c heck-lists, processes and procedures to help prevent and detect AML/CFT violations and ensure compliance; • Produce reports and recommendations to the GCF Board on the implementation of the AML/CFT Policy and other integrity policies, and on compliance by the GCF Secretariat with the Policy and procedures; • Support investigations on reports of integrity violations including suspected ML/FT and provide recommendations on sanctions, procedural reform and other corrective measures to ensure proper observance and implementation of GCF policies;

• Develop and deliver Fund- wide capacity building on integrity policies and best practices and promote awareness of the GCF’s integrity standards including to all implementing entities;

• Provide resources and advice on international standards on integrity matters including on the prevention of ML/FT for GCF personnel and external stakeholders on a demand basis;

• Facilitate the IIU engagement with the Secretariat to identify strategic issues, opportunities and risks and recommend improvements to policies and procedures to prevent and mitigate the opportunities for Prohibited Practices; and

• Perform such other tasks as are incidental to achieving the objectives stated above, and as may be required by the Head of the IIU.

Expected experience and qualifications*

• Master’s degree in a subject relevant to law, business administration, finance or related fields; (required); • Certification in International Compliance Association (ICA), Association of Certified Anti- Money Laundering Specialists (ACAMS), Association of Certified Fraud Examiners (CFE), or similar professional certification would be an advantage;

• Minimum 9 years of relevant work experience, of which at least 3 years of work experience should be in a compliance function of an international financial institution or international organization or multi-national corporation (required);

• Track record in implementing AML/CFT programmes, including due diligence/KYC policies, standards and procedures;

• Knowledge of Compliance Management Systems (CMS);

• Excellent writing and presentation skills;

• Strong interpersonal and communications skills with all levels of staff and both orally and in writing; • Fluency in English is essential; knowledge of an additional UN language is an advantage. *The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the qualifications, experience and skills that would quali fy candidates for consideration. Other combinations of academic qualifications and years of experience may be considered . Selection among short -listed candidates will also take i nto account performance at interview , appropriate testing and references.
