Consultancy - Web Designer / Developer for EMOPS Child Protection AoR and the Global Education Cluster.

UNICEF’s Child Protection Area of Responsibility (CP AoR) and the Global Education Cluster (GEC) seek an experienced individual to design and develop two new, modern, responsive and mobile-friendly websites using Drupal 8 CMS. The CP AoR and GEC worked with a consultant between January to March 2018 to produce a light web communication strategy during a week-long workshop and developed draft wireframes. The consultant also developed draft icons for both websites, as well as a draft logo for the GEC.

The CP AoR and GEC now seek a Web Designer and Developer to finalize the design of the draft wireframes and website template, finalize the design of the draft icons and logo, as well as migrate content from the old websites. The successful candidate is required to work with and finalize existing draft wireframes and icons for both CP AoR and GEC, as well as finalize the design of the GEC logo.

BACKGROUND

UNICEF has the accountability through the Inter-Agency Standing Committee (IASC) to lead (or co-lead) in a number of key technical areas of humanitarian emergency response. The IASC is the primary mechanism for inter-agency coordination of humanitarian assistance. That accountability requires UNICEF to lead the coordination of humanitarian sectors (called Clusters) in the areas of Water, Sanitation and Hygiene; Nutrition; Education; and one sub-Cluster of the Global Protection Cluster -  Child Protection and referred to as an Area of Responsibility (AoR). UNICEF’s accountability to those three Clusters and AoR is managed through the Geneva based Global Cluster Coordination Unit (GCCU).

As a platform for supporting humanitarian coordination, advocacy and partner relations, the UNICEF (co)led Global Clusters and AoR all have websites that operate under a centralized system, hosted externally to UNICEF and based on a mix of Wordpress and Drupal content management systems, e.g. http://washcluster.net/ (the other Cluster websites can be navigated to from that page). The substantive content of those websites is managed by focal points within the humanitarian Clusters and AoR; the technical maintenance is supported through dedicated, but time-bound, capacity within the UNICEF GCCU; hosting is through an external supplier.

The GCCU is reorganizing roles and responsibilities such that all of the technical maintenance, including periodic design and redevelopment, is outsourced to relevant vendors. During the coming months, UNICEF is seeking to overhaul the design, functionality and CMS of the Child Protection AoR and Global Education Cluster websites, currently located at http://www.cpaor.net/ and http://educationcluster.net/.

PURPOSE AND OBJECTIVES

The overall objective of the assignment is to finalize the design, develop and deliver a functioning, responsive and mobile-friendly website for the UNICEF-led CP AoR and GEC based on existing wireframes.

The new websites must present a modern, responsive and mobile-friendly experience for visitors, with links to key CP AoR and GEC resources and materials, including dynamic profiles (currently unstructured databases) of emergency countries.

It must be built on a CMS that facilitates CP AoR and GEC staff support to the website content development and updating, including light, appropriate orientation materials to guide the CP AoR and GEC staff in the use of the CMS.

SCOPE OF WORK

In summary, activities include but are not necessarily limited to the following tasks: 

1.      To deliver two similar, responsive, mobile user-friendly templates for the GEC and CP AoR websites based on existing wireframes;

2.      Complete the design of icons for both websites and finalize design of new GEC logo;

3.      To develop/adapt a Drupal 8 module that facilitates access to a user-friendly key resource library (via an external API; for CP AoR, this includes linkages with the Save the Children Resource Centre page);

4.      To develop/adapt Drupal 8 modules to support online mapping, dash-boarding and visualization of periodically changing information relevant to the AoR and GEC key audiences;

5.      To provide technical maintenance of the web platform;

6.      To support the transfer of content from the existing website to the new one.

7.      Develop CMS support guidance and web platform technical maintenance materials and staff capacity development.  

The assignment will be paid in three tranches against the deliverables as follows: Deliverables 1-2 (25 percent), deliverables 3-5 (50 percent), and deliverables 6-7 (25 percent)

RESPONSIBILITIES

Supervisors and Focal Points: The consultant will be supervised by the Global Child Protection AoR Coordinator and Global Education Cluster Coordinator, in consultation with the GCCU Inter-Cluster Information Management Specialist. Additionally, other staff within the GCCU, GEC and CPAoR, may be assigned for day-to-day coordination and support including in explaining current systems and databases that the Drupal 8 modules would need to connect to.

Project outputs: The consultant will be responsible for delivery of the 7 outputs and the overall delivery of two functioning, responsive and mobile-friendly websites for the UNICEF-led CP AoR and GEC.

Ongoing maintenance and support

  • During contractual period, consultant will coordinate provision of an uninterrupted web hosting platform. In cases where a service suffers technical issues (e.g. the websites or CMS going offline) the contractor informs the UNICEF GCCU focal point within 24 hours with a proposed solution if not already fixed.
  • Provision of an ‘issues’ ticketing system that allows the UNICEF focal points to log technical issues and service requests; including a means of monitoring each request and whether they remain open or have been successfully closed.

REPORTING REQUIREMENTS

  • Work in Progress or Status reports on the 7 listed outputs;
  • During maintenance, reporting of repeated issues and their conclusion to be systematically shared with UNICEF within 24 hours
  • All the above-mentioned reports will form a basis for a review between UNICEF and the consultant.

QUALIFICATION REQUIREMENTS

The consultant must have a minimum of 5 years relevant experience in web development and comply with the following:

  • A specific, demonstrable track record in developing CMS services based on Drupal 8
  • Knowledge and demonstrable experience in SEO
  • Capacity to provide service support
  • Familiarity and experience working with the UN (ideally with UNICEF) is an asset.
  • Initiative, passion and commitment to UNICEF’s mission and professional values.
  • Advanced qualifications in web design, graphic design or computer science
  • Excellent color, typography, iconography, graphic manipulation and layout skills. While following our visual guidelines, to be able to take creative direction.
  • Understanding of web standards, style guides and pattern libraries.
  • Excellent communication skills; you should be able to clearly articulate your design decisions.
  • Maturity to accept and respond to constructive feedback 
  • Ability to work both collaboratively and independently and to meet tight deadlines.
  • Fluency in English is required and fluency in another UN language is desirable

LOCATION

FEE and DURATION

Individuals who meet the required qualifications and experience are invited to submit their applications, please indicate a lump sum fee to undertake the assignment above. It is expected that the assignment will involve 45 working days spread across a 4-month period starting at the beginning of May. Applications without a proposed fee may not be considered.

TRAVEL AND INSURANCE

This consultancy is home-based and may involve one to two travels to Geneva HQ locations for coordination. All travel expenses will be paid by UNICEF. The consultant will travel by the most direct and economical route in economy class. UNICEF will pay the daily subsistence allowance as per UN-approved rate. The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card. The dates for the travel will be determined in consultation with CP AoR.
