Malteser International has been working in Uganda since 1996, with projects in several regions of the country. In Northern Uganda and more specifically in the West Nile region, MI is currently active in the WASH sector for improving the lives of both the refugee population as well as the host communities. The WASH activities focus on improved access to safe water and sanitation. Livelihood components complement the approach. In the capital Kampala Malteser International’s focus lies on the health sector with the development of an operative ambulance system, an improved care for patients with sickle cell anemia and the support of an initiative for mothers of disabled children

Program Coordinator
 
As a Program Coordinator you will be in charge for the management and coordination of the overall program in northern Uganda. You will be responsible to supervise and guide the program team to achieve set targets and ensure the sound implementation of the interventions in line with Malteser International’s policies, procedures and guidelines in close cooperation with local implementing partners. Furthermore, you will be responsible to write high quality reports on program status and achievements and support the development of new proposals and concepts for the program in northern Uganda.

Responsibilities:

  • Oversee and manage program operations and project implementation in Northern Uganda, ensuring high quality and adherence to internal and external standards
  • Ensure timely planning and implementation of program activities according to approved plans and budgets (monitoring of objectives and related indicators)
  • Management, supervision and coaching of 1-2 international and up to 60 national staff
  • Ensure proper and regular reporting in compliance with donor and Malteser International standards (monthly, interim and final reports)
  • Ensure correct application of internal Malteser International and donor guidelines on procurement, HR procedures, finance (budget control, review and compliance) and administration in the program office in Arua
  • Support of Malteser International’s staff and local partner organizations in planning and design of project activities and relevant reporting
  • Monitor the humanitarian situation and make recommendations on strategic and immediate responses
  • Represent the Malteser International program/projects and build and maintain good relations with local communities, national authorities, international and national organisations represented in the target area
  • Contribute to the strengthening of donor relations on the spot and assessment of institutional funding opportunities as well as elaboration of project proposals for relevant donors new or follow-on projects (writing proposal, logframe and budget for donors)
  • Maintain and adapt if necessary security and safety guidelines and ensure that all staff are informed regularly

Qualifications:

  • At least five years of senior level experience in humanitarian, transitional and/or development aid projects
  • Extensive experience and ability in planning, implementing, monitoring and managing comprehensive projects including proposal and report writing within an international context and challenging operating environments
  • Proven experience and excellent ability to successfully lead a multi-donor and multi-sector program based on international and donor standards (e.g. ECHO, BPRM, German government, CHS)
  • Proven experience to lead, support and coach large teams in a trustful, unifying and culturally sensitive way
  • Proven experience of providing support to and capacity building of local partner organizations
  • Experience in the security management of staff, operations, assets and briefings for all personnel including a continuous update of security guidelines desirable
  • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors
  • Physical and mental strength
  • Excellent written and spoken English; knowledge of German would be an asset
  • Working experience in Uganda desirable
