Unicef Papua New Guinea is seeking to engage a C4D consultant to support the design, development and implementation of the advocacy, communication and social mobilization for facilitating interventions in health, and nutrition program priorities focusing on emergency response including disease outbreaks, and demand generation for health and nutrition services in earthquake affected areas

The proposed consultancy assignment is to provide technical support to UNICEF PNG Country and Field Offices, and relevant partners to design, develop and implement Communication for Development (C4D) interventions to reach the population affected by earthquake through various approaches.

The consultant will work closely with the UNICEF programme specialists and officers to plan, implement and monitor the C4D activities including capacity building/training, facilitating and supervising community engagement, social mobilization, inter-personal communication, and local level advocacy meeting. S/he will support the programme sections on the following priorities:

  • Community mobilization and behavioural change communications focusing on earthquake affected areas
  • Partnerships and strategic engagements with government at all levels, the CWC, WHO and other partners in preventing and responding to outbreaks
  • Demand generation for immunization, maternal & child health, nutrition and WASH services in hard-to-reach areas
  • Develop and implement community-based operational plans and monitoring framework for C4D interventions and activities.

How can you make a difference?

Under the guidance of the Chief YCSD of UNICEF, the consultant will work closely with the YCSD, education; child protection and Communication Sections to plan, manage, and oversee National and Provincial level implementation of C4D initiatives to support the YCSD programmes in achieving key results in the areas of public health emergencies, nutrition, new-born care, and immunisation. S/he will provide technical advice and support to national and provincial health offices on developing C4D Action Plan and will therefore responsible for following specific tasks but not entirely exhaustive:

  • Plan and build C4D capacity of national and provincial authorities on the best approaches for behavioural change communications including health and hygiene promotion, generating demands for health and nutrition services, including uptake of immunization services.
  • Support YCSD to plan and conduct outbreak response interventions including mass mobilization during the immunization campaigns through state-of-the art communication channels
  • Foster strategic partnerships with government institutions and participate in CWC meetings and inter-cluster forums
  • Identify best communication channels or methods that are culturally-sensitive and mostly preferred by the PNG communities especially in earthquake affected provinces
  • Work with UNICEF programme specialists and officers across YCSD, Education and Child Protection programmes to review the C4D activities in the Annual Work Plan; provide technical advice and guidance on the appropriateness of approaches and methodological soundness and programme communication convergence and synergies.
  • Develop costed M&E framework including data collection methods that will track implementation and outcomes of key C4D interventions, and use of the findings to fulfil reporting requirements including weekly Sitreps, and influence policy or programmatic shifts

To qualify as an advocate for every child you will have…

  • Advanced degree in the social/behavioral/communication sciences first degree, preferably Masters
  • Demonstrated understanding of current developments in the field of communication for development theory and research, behavioral and social sciences, participatory planning and processes, media, strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
  • Technical knowledge of quantitative, qualitative and participatory research methodologies and analysis desirable.
  • Knowledge about communication interventions for outbreaks, and routine and supplemental immunization activities.
  • At least 5 years of experience in programme communication planning, implementation and evaluation across different cultural contexts, with at least 3 years in developing countries.
  • Proven successful experience in strategic communication processes for behavior change and development and working in emergency settings.
  • Proven successful experience developing large-scale interventions for behavior change/ development.
  • Experience in inter-disciplinary approaches in strategic communication with knowledge of UN and/or UNICEF's work in health and polio eradication.
  • Fluency in English is required. Knowledge of an additional UN language is an asset.
  • Experience of working in PNG would be an asset.
