SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Malaria focal point is based in Maidan Shahr SCA health/BPHS project and reports to the BPHS Project Manager, but is expected to conduct regular field visits and on-the-job trainings to the (9) districts and all HFs of Wardak BPHS Project. S/he will lead the UNDP supported Malaria program intervention in the province.

The focal point is responsible for providing technical support to the HFs staff to make sure all Malaria LLIN project activities are executed in accordance with approved proposal and MoPH policies and guideline. The incumbent will be accountable to visit BPHS health facilities to supervise and keep on eye overall project achievements against pre-planned project targets. The Malaria focal point will coordinate and attend all Malaria project related activities with provincial public health directorate related department, CDC, SCA/KMO, UNDP and BPHS project management team

Qualifications & Requirements:

  • He/she must be graduated from recognized university of Medical as (MD) or equivalent certified by relevant higher education authority in Afghanistan or other countries.
  • He/she must have at least two years of working experience in positions of CDC, Malaria or Health supervisor 
  • Training in CDC, and experience of working in BPHS    
  • He/she must be a good team player and be able to work in under pressure conditions/circumstances
  • He/she must have good communication skills
  • Has the ability to write and speak local languages (Pashto, Dari) and English

Main Responsibilities:

  • Coordinate and supervise the activities of health workers working for Malaria
  • Provide supervisory and monitoring visits as per approved schedule from malaria project sites identified deviation     take necessary action and support the health facilities staff
  • Support Wardak BPHS, Health program unite and UNDP team to provide technical inputs to Planning Project Operational Plans particularly action plan, field visit and supply plan
  • Based on close supervision & monitoring He/she should ensure faster diagnosis and effective treatment according to Malaria National Treatment Guidelines with close coordination with provincial BPHS team and PPHD
  • He/she should ensure strengthen vector control through long lasting insecticide treated nets (LLIN) distribution and behavior change activities.
  • Develop monthly quarterly and annual plans for relevant projects in coordination with project staff
  • Provide data to draft monthly quarterly and end project reports as per the reporting requirements of UNDP and SCA health unite.
  • Represents Malaria project in various forums at provincial level or in case of need at national level
  • He/she should ensure supplying medical and non-medical supplies including (Rapid Diagnostic Tests (RDTs) at Provincial levels. During the implementation of this project he will make sure that all supplies (RDTs ACT etc.) have been provided to relevant BPHS health facilities on time
  • He /she should ensure that Health education topics related to Malaria awareness are included in the Health facility health education plan for local community members to ensure prevention, use of LLINs treatment, referral and other measures identified by NMLCP (National Malaria & lashmania Control program)
  • LLINs distribution should ensure through BPHS Health facilities and Mass Campaign- door by door at community level and avoid miss use of it at Health facility and community level
  • Maintains good coordination and cooperative relation with provincial and national Malaria control program UNDP, NGOs and other stakeholders located at provincial level
  • Through transfer of knowledge and skills, enhances the ability and capacity of health worker in Health facility to ensure smooth implementation of the designed malaria Project
  • Identify training needs of health workers and design training package for the capacity development of health workers
  • He/she should ensure to conduct planned training as per developed schedule for the health practitioners on National Standard Treatment Guidelines (NSTG) and Malaria Rapid Diagnostic Tests (RDTs) in the province
