Risk Education Capacity Building Consultant - Syria/Iraq

DanChurchAid (DCA) invites applications for a Risk Education Capacity Building Consultant for the Syria/Iraq programmes. This is a non-family position based in Erbil, Iraq, with travel to project locations in North East Syria and Iraq.

The DCA Syria programme is a continuously growing programme with a 3 year footprint in country and over 80 staff. The activities are directly implemented by DCA teams and include both emergency response and early recovery activities. The DCA Iraq programme opened in 2017 and works with local implementing partners in newly liberated areas. Risk Education is an essential and integral part of both programmes.

Your main overall responsibility will be ensuring the RE provided in both NES and Iraq by DCA and partners is appropriate, relevant, effective and timely. To this end, you will conduct assessments and providing leadership, direction, training and capacity building where needed. You will also be responsible for ensuring the DCA RE response is coordinated and complementary, both with other DCA humanitarian interventions, and with the work of other NGOs in the area. Reaching project and donor targets, while ensuring safety, quality and positive impact, will be a key component of your work, with an added focus on innovation and creativity. You will have a good and thorough understanding of IMAS and you will ensure all DCA RE activities are conducted following IMAS and DCA RE SOPs.

Main tasks and responsibilities include:

  • Conduct regular monitoring missions to field locations, as and when approved by the Security and Access Manager;

  • Undertake technical assessment of DCA NES RE needs and gaps and suggestion potential changes to strategy and implementation;

  • Produce project reports and case studies, and provide input to the PM for the design and preparation of new project proposals;

  • Monitor progress of and, if necessary, revise project activities and work plans in coordination with PM.

Risk Education in NES - technical

  • Undertake technical assessment of DCA RE staff, teams and activities and prepare structured capacity building workplan;

  • Update DCA RE SOPs for NES, including sections on direct Risk Education sessions, Safety Briefings, Training of Trainers and Community Focal Points;

  • Ensure online RE resources for NES are widely shared;

  • Prepare new RE materials for NES, tailored to the local context and current needs on the ground, field test and prepare all paperwork for production;

  • Coordinate all DCA funded RE activities, projects and teams in NES, in close collaboration with DCA national Risk Education Officer;

  • Ensure RE activity reporting is accurate and timely, in close collaboration with the Information Management Officer;

  • Ensure impact monitoring in NES is conducted regularly and to a high standard, and data is analysed and used to improve interventions;

  • Actively mainstream gender and child protection in all RE activities;

  • Represent DCA in Protection, Risk Education and Mine Action meetings in NES.

Risk Education in Iraq – technical

  • Monitor all DCA funded partner implemented RE activities in Mosul, Iraq

  • Conduct technical assessment of RE partners in Iraq, collaboratively prepare structured capacity building workplan and conduct training workshops, as and when needed;

  • Prepare first draft of DCA RE SOPs for Iraq, in line with DCA Global RE SOPs, IMAS and DMA NTSGs, in preparation for accreditation.

  • Ensure RE activity reporting is accurate and timely, in close collaboration with the Information Management Officer from DCA and partner;

  • Ensure impact monitoring is conducted regularly and to a high standard, and data is analysed and used to improve interventions;

  • Assist partner to mainstream gender and child protection in all RE activities;

  • Represent DCA in Risk Education and MASC meetings in Erbil, Iraq.

We are looking for the following qualifications:

  • Previous experience in Risk Education in an international context is essential;

  • Assessment, quality assurance and capacity building experience in Risk Education is highly desirable;

  • Creative skills for the purpose of designing Risk Education materials and tools is highly desirable;

  • Good understanding of protection issues in emergency and early recovery contexts;

  • Ability to coordinate several projects simultaneously - Proven coordination and liaison skills;

  • Ability to maintain flexibility in an environment where change or revision to projects and planning is regular;

  • Ability to fit well within a small team;

  • Good spoken and written English language is essential, Arabic and Kurdish would be an advantage;

  • Proven research and analytical skills;

  • Experience in remote documentation, monitoring and management;

  • Working experience or a developed knowledge of working in Middle East desirable.
