The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of job design, recruitment, administration of benefits and entitlements, payroll, performance management, and learning and development across the Organization

The Office of the OSCE Ethics Co-ordinator is a part of the Department of Human Resources, but is independent in the discharge of its responsibilities, accountable directly to the Secretary General.

The Office of the OSCE Ethics Co-ordinator is mandated to strengthen the Organization’s ethical culture by increasing awareness of ethics-related issues in the Organization, and contributing to the implementation of the Ethical Framework Strengthening initiative.

     
Tasks and Responsibilities    
     
   

Under the supervision and in direct support of the Deputy Director, HR Services and OSCE Ethics Co-ordinator the selected candidate will be responsible for:

  1. Initiating research in preparation for policy papers; analysing precedents and practice throughout the Organisation and the practices of other International Organisations in order to propose modifications to the Code of Conduct and relevant OSCE policies and guidelines, in co-ordination with the HR Services, Policies and Procedures Unit, for consideration by HR Senior Management;
  2. Assisting in the provision of interpretation and advice to OSCE staff and mission members on issues involving ethical dilemmas and interpretation/application of the OSCE Ethical Framework;
  3. Interacting and co-operating with HR units across all Executive Structures to support the development and implementation of an effective OSCE-wide ethics training and the promotion and mainstreaming of ethics-related policies and guidelines;
  4. Drafting explanatory circulars on the implementation of the OSCE Ethical Framework to ensure a clear understanding and  correct and consistent application by staff and management;
  5. Supporting the development and implementation of policies and measures to prevent violations of the OSCE Ethical Framework;
  6. Drafting the annual report and any other report as requested on ethics-related activities;
  7. Maintaining up-to-date knowledge and understanding pertaining to ethics-related developments in International Organizations and any other relevant domain;
  8. Performing other duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in human resources, MBA, public or business administration, law, social sciences or other related field;
  • Minimum of four years of relevant professional experience with a good understanding of ethics principles (including experience in participating in investigations and drafting investigative reports), staff/management relations, public administration , preferably in an international organization;
  • Negotiation skills, with proven experience in working successfully as part of a diverse team and collaborating effectively with a range of internal and external stakeholders;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Professional fluency in English, with good communication and presentation skills; working knowledge of another OSCE official language is an asset;
  • Computer literate with practical experience in the use of common software applications;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds.
